The present scale of subsidy in the agricultural sector poses a high fiscal burden on the central and state governments. High agricultural input subsidies results in inefficient resource allocation; crowding out of public sector investment; degrades the environment and affects the agricultural productivity. However, phasing out of input subsidy will not help in securing sustainability in agriculture. The input subsidy phase-out programme should be coupled with the increased public sector investment. This will involve creating irrigation, storage and marketing infrastructure development in rural rainfed regions; developing right incentives for the farmers to adopt technology appropriate at the local level, perhaps, at the level of agro climatic zones; introducing policy measures to promote PPPs (Public Private Partnerships) in agricultural R&D efforts. However, mere investing resources without developing appropriate institutions would not yield the desired results; therefore, institutional reforms to ensure people's participation for better utilization of resources are required.

The problem of subsidies in international trade policy is perhaps the single most perplexing issue of the current world trading system, and one that is very complex. International disputes over subsidies are increasingly disrupting the world trading system. The creation of the WTO was nearly prevented by disputes in the Uruguay round of GATT negotiations over the issue of negotiating disciplines on agriculture subsidies, an issue which continues to plague the ongoing Doha round of WTO rules which led to the largest amount of authorized retaliation in GATT/WTO history. Yet the international rules that govern subsidies have received little attention in the form of systematic economic analysis. The work begins with a section on conceptual and definitional issues relating to subsidies, and also provides a comprehensive taxonomy of subsidies as suggested by existing literature. Then it goes on to focus light on the World Trade Organization as a whole and discusses the WTO's mandate to discuss the issue of domestic subsidies on inputs and outputs in agricultural and export subsidies. The discussion provides the rationale for provision of subsidies, the magnitude of prevailing subsidies and its implication for the economy, the society and environment. The work concludes by identifying the gaps in data and information that there is a need for further research on subsidy related issues, particularly in the context of rationalization of agricultural subsidies in India.

One of the principal elements of the economic reforms program initiated in 1991 was to reduce the fiscal deficit of the central government which, at that time, faced a solvency crisis. This reduction was at least partially achieved by reducing transfers to state governments. As a result, state government budgets faced crises and agriculture, being largely a state subject, was denied adequate investment. This paper reviews the performance of Indian agriculture, particularly in the post-reform period. It attributes this lacklustre performance to the stagnation of agricultural investment whereas there has been a contemporaneous rise in agricultural subsidies. Thus while current operations are being subsidised to some extent resource for augmentation of productive capacity in agriculture are dwindling.
