An examination of post-apartheid politics This volume explores some of the key features of popular politics and resistance before and after 1994. It looks at continuities and changes in the forms of struggle and ideologies involved, as well as the significance of post-apartheid grassroots politics. Is this a new form of politics or does it stand as a direct descendent of the insurrectionary impulses of the late apartheid era? Posing questions about continuity and change before and after 1994 raises key issues concerning the nature of power and poverty in the country. Contributors suggest that expressions of popular politics are deeply set within South African political culture and still have the capacity to influence political outcomes. The introduction by William Beinart links the papers together, places them in context of recent literature on popular politics and 'history from below' and summarises their main findings, supporting the argument that popular politics outside of the party system remain significant in South Africa and help influence national politics. After more than 20 years of freedom in South Africa we have to ask ourselves difficult questions: are we willing to perpetuate a lie, search for facts or think wishfully? Freedom has been enabled by apartheid’s end, but at the same time some of apartheid’s key institutions and social relations are reproduced under the guise of ‘democracy’. This collection of essays acknowledges the enormous expectations placed on the shoulders of the South African revolution to produce an alternative political regime in response to apartheid and global neo-liberalism. It does not lament the inability of South Africa’s democracy to provide deeper freedoms, or suggest that since it hasn't this is some form of betrayal. Freedom is made possible and/or limited by local political choices, contemporary global conditions and the complexities of social change. This book explores the multiplicity of spaces within which the dynamics of social change unfold, and the complex ways in which power is produced and reproduced. In this way, it seeks to understand the often non-linear practices through which alternative possibilities emerge, the lengthy and often indirect ways in which new communities are imagined and new solidarities are built. In this sense, this book is not a collection of hope or despair. Nor is it a book that seeks to situate itself between these two poles. Instead it aims to read the present historically, critically and politically, and to offer insights into the ongoing, iterative and often messy struggles for freedom.

Apartheid as legislated racial separation substantially changed the South African urban scene. Race group areas' remodelled the cities, while the creation of homelands', mini-states and the pass laws' controlling population migration constrained urbanization itself. In the mid-1980s the old system - having proved economically inefficient and politically divisive - was replaced by a new policy of orderly urbanization'. This sought to accelerate industrialization and cultural change by relaxing the constraints on urbanization imposed by state planning. The result was further political instability and a quarter of the black (or African) population housed in shanty towns. Negotiations between the Nationalist government and the African National Congress are working towards the end of the old apartheid system. Yet the negation of apartheid is only the beginning of the creation of a new society. The vested interests and entrenched ideologies behind the existing pattern of property ownership survive the abolition of apartheid laws. Beyond race, class and ethnicity will continue to divide urban life. If the cities of South Africa are to serve all the people, the accelerating process of urbanization must be brought under control and harnessed to a new purpose. The contributors to this volume draw on a broad range of experience and disciplines to present a variety of perspectives on urban South Africa.

National liberation, one of the grand narratives of the twentieth century, has left a weighty legacy of unfulfilled dreams. This book explores the ongoing struggle for legitimate, accountable political leaders in postcolonial Southern Africa, focussing on dilemmas arising when ex-liberation movements form the governments. While the spread of multi-party democracy to most countries in the region is to be celebrated, democratic practice often has been superficial - a limited, elitist politics that relies on the symbols of the liberation struggle to legitimate de facto one-party rule and authoritarian practices.
