Future U.S. national security objectives will encompass a broader range of technological systems and applications than they have in the past. Dual-use technologies will be vitally important to maintaining U.S. leadership in the world community, in space-based security, and in global environmental security and stewardship. The Strategic Environmental Research and Development Program (SERDP), as well as NASA's emerging. Mission-To-Planet-Earth Program, individually and collectively offer national ways of leveraging technology. They will provide mutually reinforcing endeavors which will enhance our national security. This study focuses on the benefits of using space technology applications within these programs to enhance military and environmental security. It is an attempt to define part of the peace dividend which is emerging from the end of the Cold War and it offers some recommendations for improving dual-technology synergism in augmenting national military security and environmental stewardship.

The purposes of the (SERDP) program are as follows: (1) To address environmental matters of concern to the Department of Defense and the Department of Energy through support for basic and applied research and development of technologies that can enhance the capabilities of the departments to meet their environmental obligations. (2) To identify research, technologies, and other information developed by the Department of Energy for national defense purposes that would be useful to governmental and private organizations involved in the development of energy technologies and of technologies to address environmental restoration, waste minimization, hazardous waste substitution, and other environmental concerns, and to share such research, technologies with such governmental and private organizations. (3) To furnish other governmental organizations and private organizations wit data, enhanced data collection capabilities, and enhanced analytical capabilities for use by such organizations in the conduct of environmental research, including research concerning global environmental change. (4) To identify technologies developed by the private sector that are useful for Department of Defense and Department of Energy defense activities concerning environmental restoration, hazardous and solid waste minimization and prevention, hazardous material substitution, and provide for the use of such technologies in the conduct of such activities.

The Strategic Environmental Research and Development Program (SERDP) is the Department of Defense's environmental science and technology program. To fulfill its mission to address environmental problems through innovative research and share that information across federal and private organizations, SERDP executes the program in partnership with the Department of Energy and the Environmental Protection Agency. Further, SERDP fully leverages complementary programs within the Department of Defense and solicits participation from other public and private research organizations. This report provides a summary of SERDP's activities and its most significant accomplishments for FY 2007, its plans for FY 2008, and new research activities to be addressed in FY 2009. It responds directly to the requirements as stated in Title 10, U.S.C. section 2902, as modified. The organization and management of SERDP is described in Section I--SERDP Structure. As directed by the SERDP Council, the Executive Director and Program Office Staff implement the Program with the recommendations from the SERDP Scientific Advisory Board (SAB) and the support of SERDP technical committees (STCs) to meet high priority, DoD mission-related environmental needs. SERDP conducts and manages basic research through advanced technology development in four technology Focus Areas: Environmental Restoration, Munitions Management, Sustainable Installations, and Weapons Systems and Platforms. SERDP establishes clear technical goals and employs key metrics to assess and ensure the quality and success of the Program. Section II--Investment Strategy and Performance describes Program accomplishments during FY 2007 within the two broad investment strategy areas: Sustainable Training and Testing Ranges and Reducing Current and Future Liabilities. Lists of specific projects funded in FY 2007 in these areas and those projects planned for funding in FY 2008 are also provided in Section II.
