The author contends that after Vietnam invaded Kampuchea with Soviet support--and the ASEAN area assumed greater importance to Moscow than ever before--whatever influence the USSR had in ASEAN capitals was negated. ASEAN countries forcefully have opposed Vietnamese and Soviet policy toward Kampuchea and the refugee problem, and indirectly have supported China. The author believes that Soviet strategy to contain China requires at least ASEAN neutrality, and that Soviet moves to reverse current trends can be expected. (Author).

In 2012, Russia assumes the Chairmanship of APEC, and is keen to build on its memberships of both East Asia Summit (EAS) and the Asia-Europe Meeting (ASEM).
