Housing is no longer about having a place to live – but about state pressures to conform, norms and policies regarding citizenship, and practices of surveillance and security. Breaking new ground in the field of urban politics and international relations, Securitization of Property Squatting in Europe examines and critiques legislative initiatives and examines governmental attempts to reframe urban property squatting as a crime and a threat to domestic security. Using examples from France, Netherlands, Denmark, and Great Britain, Mary Manjikian argues that developments within the European Union – including terrorist attacks in London and Madrid, the rise of right wing extremist parties, and the lifting of barriers to immigration and travel within the EU – have had effects on housing policy, which has become the subject of state security policy in Europe’s urban areas. In Denmark, squatting has often had an ideological, anti-state character. In Paris, housing policy can be viewed as a type of identity politics with squatters as transnational actors who pose a transnational security threat. In Great Britain, the role of the press has created a drive to criminalize squatting. Events in the Netherlands present two competing notions of what housing is – a human right, or an economic good produced by the free market.

"Roma ethnic minority, also called the Romani people and sometimes as gypsies (usually in derogatory way), have one of the most dramatic histories in Europe and worldwide. The Indian origin of Roma as advocated by linguists since the 18th century, based on similarities between the Romany language (referred also as Romanes or Romani) and the Sanskrit (Achim, 2004), is now widely accepted. Although the precise region of the Indian sub-continent which Roma originated and migrated from to Europe remains elusive, genetic linguistic, historical and anthropological findings suggest that their migration started from Central India, to the Northern India, then transiting Persia and Armenia and travelled towards the Byzantine Empire and Asia Minor, and finally to Greece (Kenrick, 2007). The precise time when the journey started is also uncertain. Historical records indicate that Roma first came to work in Persia sometime between 224-241, and were either brought or deported to the Arab Empire at the start of 661, reach Constantinople in 1050, and then were in Greece in 1290. They then continued to Eastern Europe and Balkans (arriving in Serbia in 1348, Croatia in 1362, Bulgaria in 1378, Romania in 1385), followed by Central and Western Europe (arriving in Germany in 1407, France and Switzerland in 1418, Belgium in 1419, Holland in 1420, Italy in 1422, Spain in 1425, Hungary in 1489, and England in 1513; see Kenrick, 2007, for a comprehensive chronology of Roma history)"--

The Roma are considered one of the most marginalized groups in all of Europe. Despite integration policies introduced by the European Union, their status as outsiders has remained consistent throughout the EU's member states. My aim in this thesis is to examine the relationship between the notion of European-ness and the Roma. I argue that the Roma problematize the idea of European-ness because they show that European-ness relies on the presence of a constitutive Other in order to construct itself. In Chapter 2, I analyze European-ness and the ways in which it is constructed. I conclude that European-ness is a fragile construction which relies on practices of exclusion. In Chapter 3, I analyze the ways in which Roma identity has been presented in various discourses including academic sources, political discourse and studies of Roma self-identification. Examining these sources shows that Roma identity is presented as singular and homogeneous, when it is actually heterogeneous. The simplistic representation of Roma identity makes it easier to juxtapose the Roma against the rest of Europe. In Chapter 4, I examine the securitization of the Roma in France. Securitization is a modern form of Othering which helps to construct the idea of European-ness.
