Those that were passed without an emergency clause and therefore do not go into effect until July 9, 1903, are mentioned in a footnote. If amendatory, the law of 1901 should be consulted until July 9,1903. The subject of each section is printed in bold faced type. Many important Supreme Court decisions relating to school matters and official decisions of this department have been added.
