European crisis management is an unusual policy area which, in spite of its relative novelty, has evolved considerably in the last decade. Its institutional architecture in particular is relatively complex but the EU Council Presidency is often forgotten in it, since it tends to be characterized as a powerless institution, deprived of any real influence. Unlike mainstream literature, I argue that the Presidency can be a very relevant actor in crisis management policy-making. The aim of this paper is to find the Presidency's place among this crisis management institutional framework, and to explore its potential roles in policy-making. Hence, after an overview of this policy field and its institutional structure, we look at the Presidency's evolution and main functions to question where it fits in this architecture and what can it do on what concerns policy-making. In the end, I argue that the Presidency should not be forgotten in this crisis management context since it is an actor that can potentially play a very relevant role in policy-making in this field (as in many others).

The book examines the evolution of EU conflict prevention as an internal EU process and as an area of external cooperation with the UN, OSCE and NATO. Conflict prevention has emerged as a prominent EU policy in the post-Cold War era. Yet, how suited is the organisation to practice conflict prevention, and what does the record of cooperation with other key European organisations tell us about the EU's external priorities? The book critically analyses the EU's policy and outcomes to date, concluding that conflict prevention is underdeveloped by the EU, and is in danger of being marginalised in favour of shorter-term crisis management. Moreover, EU external cooperation reinforces this: the priority is cooperation in crisis management with the UN and NATO, rather than longer-term cooperation with the OSCE.

This book analyzes the approach of the European Union to crisis management after the entry into force of the Lisbon Treaty, and it assesses the EU's suitability for addressing current and future security threats. The book primarily provides a framework of analysis with which to interpret current EU crisis management, as both a product of the innovations of the Lisbon Treaty and its interaction with the international security environment. It also offers a comprehensive and in-depth examination of the post-Lisbon crisis management system, in terms of concepts, structures, process, and capabilities. A reality check of this system is conducted by analyzing a number of case studies in which the EU recently carried out a crisis management role: the civilian missions EUCAP Sahel Niger, EUCAP Nestor, and EUAVSEC South Sudan, as well as the military operation EUTM Mali.
