Despite the many benefits of energy, most of which are reflected in energy market prices, the production, distribution, and use of energy causes negative effects. Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.

Once captured, these gases can be stored or put to use. The primary human activities that release carbon dioxide (CO2) into the atmosphere are the combustion of fossil fuels (coal, natural gas, and oil) to generate electricity, the provision of energy for transportation, and as a consequence of some industrial processes. Although aviation CO2 emissions only make up approximately 2.0 to 2.5 percent of total global annual CO2 emissions, research to reduce CO2 emissions is urgent because (1) such reductions may be legislated even as commercial air travel grows, (2) because it takes new technology a long time to propagate into and through the aviation fleet, and (3) because of the ongoing impact of global CO2 emissions. Commercial Aircraft Propulsion and Energy Systems Research develops a national research agenda for reducing CO2 emissions from commercial aviation. This report focuses on propulsion and energy technologies for reducing carbon emissions from large, commercial aircraftâ€" single-aisle and twin-aisle aircraft that carry 100 or more passengersâ€"because such aircraft account for more than 90 percent of global emissions from commercial aircraft. Moreover, while smaller aircraft also emit CO2, they make only a minor contribution to global emissions, and many technologies that reduce CO2 emissions for large aircraft also apply to smaller aircraft. As commercial aviation continues to grow in terms of revenue-passenger miles and cargo ton miles, CO2 emissions are expected to increase. To reduce the contribution of aviation to climate change, it is essential to improve the effectiveness of ongoing efforts to reduce emissions and initiate research into new approaches.
