Book Description
Constitutional reform requires not only good ideas but also the ability to translate those ideas into language that will effectuate the drafters' aims. This book—the second of three volumes on state constitutions—is the essential guide for those involved in constitutional reform. It identifies the recurrent problems that reformers face in drafting or amending state constitutions and explores how those problems might be addressed. It also explains why drafting state constitutions is a distinctive enterprise, different from the drafting of other legal documents.

Book Description
Excerpt from The Revision of the State Constitution, Vol. 2: A Collection of Papers, Addresses and Discussions Presented at the Annual Meeting of the Academy of Political Science in the City of New York, November 19 and 20, 1914; City and County Government Regulation of Economic and Social Conditions Classification is made by the constitution in Kentucky, Minnesota and New York. In a number of other states the right of the legislature to classify is recognized. In the case of St. Louis and Kansas City, Missouri, and of San Francisco, Los Angeles and Oakland, California, this isolation of the city is of no great importance since each of these cities Operates under a home-rule charter. But the government of the other fourteen cities is determined entirely by state laws. These are: Philadelphia, Pennsylvania; Milwaukee and Superior, Wisconsin; Indianapolis, Indiana; Louisville, Kentucky; Birmingham. Mobile, and Mont gomery. Alabama; Omaha, Lincoln, and South Omaha, Nebraska; Salt Lake City. Utah; Charleston, South Carolina; and St. Joseph, Missouri.
