At the time of his death he had been the head of a dictatorial regime with the title of 'Caudillo' for almost 40 years. This book explores the role of cultural heritage in post-conflict reconstruction, whether as a motor for the prolongation of violence or as a resource for building reconciliation. The research was driven by two main goals: to understand the post-conflict reconstruction process and to identify how this process evolves in the medium term and the impact it has on society. The Spanish Civil War (1936-39) and its subsequent phases of reconstruction provides the primary material for this exploration. In pursuit of the first goal, the book centers on the material practices and rhetorical strategies developed around cultural heritage in post-civil war Spain and the victorious Franco regime's reconstruction. The analysis captures a discursively complex set of practices that made up the reconstruction and in which a variety of Spanish heritage sites were claimed, rebuilt or restored, and represented - as signs of historical narratives, political legitimacy, and group identity. The reconstruction of the town of Gernika is a particularly emblematic instance of destruction and a significant symbol within the Basque regions of Spain, as well as internationally. By examining Gernika, it is possible to identify some of the trends common to the reconstruction as a whole, along with those aspects that pertain to its singular symbolic resonance. In order to achieve the second goal, the book examines the processes of selection, value change, and exclusionary dynamics of reconstruction. Exploring the possible impact of post-civil war reconstruction in the medium term is conducted in two time frames: the period of political transition that followed General Franco's death in 1975, and the 2004-2008 period when Rodriguez Zapatero's government undertook initiatives to 'recover the historic memory' of the war and dictatorship. Finally, the observations made of the Spanish reconstruction are analyzed in terms of how they might reveal general trends in post-conflict reconstruction processes in relation to cultural heritage. These insights are pertinent to the situations in Cambodia, Bosnia and Herzegovina, Afghanistan, and Iraq.

This book brings together recent research by a group of specialists in history and sociology to provide a new reading of the late Franco dictatorship, especially in relation to its political culture. The authors focus on the election of local, trade union and national representatives, the work of the first Spanish sociologists, the struggle over administrative reform, the role of the media and the intellectuals, as well as the evolution of the dictatorships political class and its response to the regimes decline. Not only are the politics of the late dictatorship scrutinised, but also the mechanisms that were deployed to control the fast-changing society of the 1960s and 1970s. In examining the late Franco period, the contributors do not believe that it contained the seeds of Spains later democratisation, but maintain that certain sectorial regime initiatives -- electoral and political changes, an evolving discourse and an interest in political processes outside Spain -- made many Spaniards aware of the dictatorships contradictions and limitations, thereby encouraging its subsequent political and social evolution. This transformation is compared with the latter stages of the parallel dictatorship in Portugal. The great majority of Spaniards felt that the embrace of democratic freedoms and integration into the European Community was the only way forward during the Transition. But the shift from dictatorship to democracy from the 1960s onwards in Spain needs to be understood in relation to the multitude of political and social changes that took place -- despite the opposition of Franco and the bunker mentality of the regime. These changes manifested in a complex interaction between internal and external factors, which eventually resulted in the transformation of Spanish society itself.

This book explores the evolution of Spanish feminism in the context of European feminisms and institutions from the 1960s to recent times. Beginning with Sección Femenina, the official Francoist women's organization, Feminism, National Identity and European Integration in Modern Spain traces the interplay between Spanish women's policy and international policymaking. In some cases, as with the Sección Femenina-championed Law of Political Rights (Ley de Derechos) in 1961, Spanish women's policy at least appeared more progressive than what Western democracies offered notable at a time when Spain was considered backward. After Franco's death in 1975, Spain's democratic transition seemingly consolidated forward-thinking women's policy with a Constitution that guaranteed equality of the sexes in 1978, and with the creation of a national bureau charged with crafting women's policy, the Instituto de la Mujer (Women's Institute), in 1983. Yet feminists found themselves marginalized in Spanish political decision-making, as Kathryn L. Mahaney argues so successfully in this study. Mahaney reveals that women ultimately influenced domestic policy not by acting within national networks but by leveraging European connections, particularly after Spain joined the European Economic Community (EEC) in 1986. The book shows that Spanish feminists worked through the EEC to gain international approval of policies that had met domestic opposition, and did so by representing them as necessary litmus tests of nations' democratic integrity. Their proposals were shaped by the specific context of Spanish feminism, but also by Spanish debates about what rights democracies should grant women and what equality in a post-fascist nation should encompass. This ground-breaking study explains that, in turn, these processes shaped both Spain's and the European Union's much-prized self-identities as democratic communities.
