The report is organised into nine chapters. The first chapter gives an account of the forestry situation in West and Central Africa, with emphasis on vegetation distribution and factors affecting forest management. This book argues that a set of persuasive narratives about the links between natural resource, armed conflict and peacebuilding have strongly influenced the natural resource interventions pursued by international peacebuilders. The author shows how international peacebuilders active in Liberia and Sierra Leone pursued a collective strategy to transform “conflict resources” into “peace resources” vis-à-vis a policy agenda that promoted “securitization” and “marketization” of natural resources. However, the exclusive focus on securitization and marketization have been counterproductive for peacebuilding since these interventions render invisible issues connected to land ownership, environmental protection and sustainable livelihoods and mirror pre-war governing arrangements in which corruption, exclusion and exploitation took root. Natural resource governance and peacebuilding must go beyond narrow debates about securitization and marketization, and instead be a catalyst for trust–building and cooperation that has a local focus, and pursues an inclusive agenda that not only serves the cause of peace, but the cause of people.

The large-scale application of new silvicultural systems has become a political reality in many parts of the world. This involves a gradual transformation of traditional silvicultural practice towards Continuous Cover Forestry, also known as near-natural forest management, favouring mixed uneven-aged stands, site-adapted tree species and selective harvesting. Selective harvesting systems have a long tradition. Specific CCF-related resource assessment, forecasting and sustainable harvest control techniques have been developed, but details about their use are not widely known. The objective of this volume is to present state-of-the-art research results and techniques relating to CCF management with an emphasis on systems engineering and modelling. Using a very simple classification based on the development of timber volume over age or time we may distinguish two types of sustainable forest management systems. Rotation forest management (RFM) systems, characterized by standard silvicultural treatments and repetitive cycles of clearfelling followed by planting; and continuous cover forestry (CCF) systems which are characterized by selective harvesting and natural regeneration, resulting in uneven-aged structures and frequently also in multi-species forests. The distinction is usually the result of decisions relating to the cost of timber harvesting, simplicity of management, or various intangible benefits. The oldest and most perfect examples of CCF systems are the so called plenter selection forests found in France, Switzerland, Slowenia and Germany. Today, CCF systems are encountered in various regions of Europe, North America and in some tropical and sub-tropical forests of South Africa, Asia and South America.

This study reviews how West African deforestation is represented and the evidence which informs deforestation orthodoxy. On a country by country basis (covering Sierra Leone, Liberia, Cote D'Ivoire, Ghana, Togo and Benin), and using historical and social anthropological evidence the authors evaluate this orthodox critically. Reframing Deforestation suggests that the scale of deforestation wrought by West African farmers during the twentieth century has been vastly exaggerated. The authors argue that global analyses have unfairly stigmatised West Africa and obscured its more sustainable, even landscape-enriching practices. Stessing that dominant policy approaches in forestry and conservation require major rethinking worldwide, Reframing Deforestation illustrates that more realistic assessments of forest cover change, and more respectful attention to local knowledge and practices, are necessary bases for effective and appropriate environmental policies.

Collectively, the contributors suggest that better management is pivotal to the maintenance of the tropics' valuable biodiversity, arguing that we must realize that tropical forests harbor the majority (perhaps 70 to 80 percent) of the world's animal species. Further, they suggest modifications to existing practices that can ensure a better future for our valuable resources.
