Excerpt from The Protective Tariff: What It Does to Us Thirty years ago, upon becoming a citizen of the United States, I found public attention completely absorbed in the question of African slavery, all economic questions being entirely dismissed from the public mind. This question, and all others relating to it, having been finally disposed of, the people are now beginning to turn their attention to the less sentimental and more practical question of taxation. While every cause which led to the rupture between the two sections of the country has been brought to final settlement, and industry and trade long since returned to the channels of peace; while nearly two-thirds of the national debt has been extinguished, and the treasury is filled to overflowing, - the oppressive war taxes, imposed in the hour of the Nations peril, remain undiminished. Of these taxes, those on luxuries, but little used by the poor, are the least burdensome; those upon the necessaries of life, mostly paid by the poor, are the most burdensome. The representatives of monopoly, and of a privileged class, propose to remove the former and to retain the latter.
