No State would be apt to accept a less proportion of the total tax than the proportion which the value of the property in the State bears to the value of the system; so that, after all, valuation, if not necessary for the direct application of the tax levy or rate, would still be required to test any basis which might be suggested for the distribution of the total tax on the system if that could be agreed upon. Mr. Lawson Purdy (New York): I am heartily in sympathy with the principle laid down by Mr. Foote. Having in view the administration of laws in the city of New York, where there must be a differentiation between classes of property valued by the State and that valued by the local boards, I should like a little more light as to the method by which there could be a differentiation between property used in the operation of the road and property to be assessed locally. If property not used in operation is to be assessed locally, and only property used in the operation of the road is to be exempted from local assessment, how is it to be determined whether or not property is used for the operation of the road? Mr. Foote: I stated that proposition definitely in my paper; that the system considered in my discussion referred only to the taxation of the property used in the operation of the road, and that all the other property should be taxed, either by the State or locally, as other property in the same class is taxed. Mr. Purdy: I understand that perfectly well, but suppose the A. B. C.
