"The Swedish Presidency's task at the helm of the European Union in the coming months in the troubled waters of the economic crisis will not be easy. However, by putting the emphasis on innovation, the greening of the economy and e-government, this presidency has all the ingredients it needs to run an effective presidency. But the way to regain the confidence of our citizens, through a dynamic, sustainable economy that respects the environment, is to create an efficient Europe based on the principle of subsidiarity and the sharing of tasks between the various levels of responsibility and governance. The recent European elections have shown us once again that Europe starts outside Brussels: it is from among its citizens and in its territories that our Union has to permanently draw its strengths, including its economic strength. The renewal of the European Parliament and the European Commission will give the EU Presidency strong institutional partners with popular support. The Committee of the Regions will do its bit by providing the presidency with input from regional and local authorities. More than ever, the economic and social situation requires an awareness and a sense of responsibility on the part of Europeans. This will have to be translated into the strength and capacity of our institutions to act effectively. The renewal of the Lisbon strategy will also be at the centre of our discussions in the coming six months. Our regions and cities must play an active part in this dialogue, and the CoR has repeatedly highlighted the crucial role that only they can play in reviving the human and economic potential of our territories. The Conference on the implementation of the Lisbon agenda to be held in Gothenburg on 10 and 11 November will stress the fundamental role of regional and local authorities. It will also be an opportunity to reflect on the future of this strategy which, in order to succeed, has to be conceived "in partnership" with our territories. The analyses and proposals that the Committee initiated at the Prague Summit will be taken into account by the Swedish presidency in the reform of the strategy.
