Many countries in sub-Saharan Africa have set targets for non-hydro renewable energy but lag in implementation. The dominant approaches to analysing energy transitions have largely been developed based on European experience and provide a limited understanding of such developments in African countries. This paper combines a review of recent energy transition literature with a broader range of relevant energy-related literatures, each of which can contribute to a better understanding of the role of coalitions, politics and power in energy transitions in lower-income countries. The paper points to the decisive influence of a country's resource endowments on the potential for an energy transition. It further argues that resource endowments affect the type of finance that can be mobilised for energy sector development with implications for potential coalitions between international and domestic actors. Finally, the access agenda provides a window of opportunity for promoting non-hydro renewable energy, but there is no unambiguous relation between the two agendas. More empirical research is needed to further analyse these dynamics.

No country has managed to develop beyond a subsistence economy without ensuring at least minimum access to electricity for the majority of its population. Yet many sub-Saharan African countries struggle to meet demand. Why is this, and what can be done to reduce energy poverty and further Africa's development? Examining the politics and processes surrounding electricity infrastructure, provision and reform, the author provides an overview of historical andcontemporary debates about access in the sub-continent, and explores the shifting role and influence of national governments and of multilateral agencies in energy reform decisions. He describes a challenging political environment for electricity supply, with African governments becoming increasingly frustrated with the rules and the processes of multilateral donors. Civil society also began to question reform choices, and governments in turn looked to new development partners, such as China, to chart a fresh path of energy transformation. Since 2000, Sub-Saharan Africa has seen rapid economic growth, expanding population, improving social conditions and progressive political liberalization. On the basis of these trends, sub-Saharan Africa energy use has risen by 45% since 2000. As part of electricity sector reforms, Sub-Saharan African countries have established independent regulatory agencies to signal legal and political commitment to end selfregulation and provision of service by the state. The reforms aimed to encourage private investments, improve efficiency, and extend the service to the millions who lacked the service. However, after nearly two and half decades of reforms, these expectations have not been met and the electricity sectors of these countries remain undeveloped. There are anecdotes that these outcomes are due to poor design, non-credible, unpredictable regulations, and political interference. This paper studies the performance of the reforms in the context of government political ideology. We use a dynamic panel estimator and data from 45 Sub-Saharan African countries to investigate ideological differences in the effect of independent sector regulation on access to electricity and installed capacity. We find negative impact from independent regulation on installed capacity in countries with leftwing governments while we find a positive effect in countries with right-wing governments. Moreover, we find negative impact on electricity access in countries with left-wing governments. These results have interesting policy implications for attracting private sector participation to increase generation capacity and access rates especially in countries with left-wing governments.
