Excerpt from The Persian Crisis of December, 1911: How It Arose and Whither It May Lead Us During the Nationalist advance on Teheran, Russia had conveyed some 3000 more troops (on July 8) to Resht and Kazvin, and on July 13, 1909, Sir E. Grey admitted, in reply to a question by Mr Flynn, that there were some 4000 troops at Tabriz, 1700 between Resht and Kazvin, and 600 more in other places, adding that they would be withdrawn as soon as they were no longer required for the protection of foreign lives and property from the possibility of danger. During the two years which intervened between the deposition of Muhammad Ali and the first stages of the present crisis it might be supposed that the Persians, rid of their incubus, were free to devote themselves to the task of reforming the government of their country, and especially the finances. They were, however, hampered from the first by a series of troubles for most of which agents and partisans of the ex-shah, aided and abetted in many cases by Russian officials, were responsible.
