The Northern Ireland Assembly and Its Members

The Northern Ireland Assembly and Its Members PDF Author: Sean Haughey

ISBN: 9781032562391
Category : Legislators

Pages : 0

Book Description
"Northern Ireland's power-sharing Assembly is understudied in the legislative studies literature. Having been suspended (or de facto suspended) for around 40% of its existence, conversation has tended to focus more on the wider political problems in which the Assembly has been enmeshed and less on its day-to-day functions as a legislature. This book is the first to examine how the Assembly fulfils the four core functions of a legislature: representation, linkage, scrutiny, and policy-making. Using Members of the Legislative Assembly (MLAs) as the primary unit of analysis, the book explores: who and how MLAs represent; their approach to cultivating links with constituents; their use of parliamentary scrutiny tools; and their contribution to law-making. The book grounds its analysis in original data sourced from elite interviews, surveys, parliamentary questions, legislation, and the Official Report of parliamentary proceedings. Readers will therefore be able to reflect on whether the Assembly's (often poor) reputations comport with empirical realities. This book contributes to debates in the legislative studies and consociational power-sharing literatures, and will be of interest to students and scholars of parliaments, devolution, and Northern Ireland politics"--

Review of the Number of Members of the Northern Ireland Legislative Assembly and on the Reduction in the Number of Northern Ireland Departments

Review of the Number of Members of the Northern Ireland Legislative Assembly and on the Reduction in the Number of Northern Ireland Departments PDF Author: Northern Ireland. Assembly. Assembly and Executive Review Committee
Publisher:
ISBN: 9780339604315
Category :
Languages : en
Pages : 475

Book Description
This review on the potential benefit of streamlining governing institutions, focusses on the number of MLAs elected to the Northern Ireland Assembly. It is based on views on the five Key Issues set out in the Committee's 'Call for Evidence' paper (see http://www.niassembly.gov.uk/Assembly-Business/Committees/Assembly-and-Executive-Review/Reviews): 1. Whether the statutory link between Westminster and Northern Ireland constituencies should be removed and the implications of removing or retaining this link; 2. The implications of the forthcoming reduction (on the implementation of the Parliamentary Voting System and Constituencies Act 2011) and any further reduction in the number of MLAs; 3. The reduced number of MLAs required to ensure that the effectiveness of the Assembly in delivering its key functions is maintained, consistent with the safeguards on inclusivity; 4. Proposals to mitigate the impact of reducing the number of MLAs on the effectiveness of the Assembly in delivering its key functions, including in particular, proposals to ensure a robust and effective committee system; and 5. The reduction in the number of NI departments and associated re-allocation of functions which will ensure the effectiveness of the Executive functions are maintained. The Committee concluded that members consider that the issues are very much interlinked and that a holistic approach to reaching a view on the size of the Assembly in terms of the number of MLAs should be taken. It could not reach consensus on the size of the Assembly. This Report therefore sets out in some detail the particular position of the Political Parties represented on the Committee
