The authors of the protest screwed up courage to approve of precisely the amount of women's rights that then actually existed, including the sitting of women on County Councils. But whilst the proof was being circulated for signatures a legal decision excluded women from the latter sphere; whereupon we promptly withdrew our previous approval of the innovation A fellow-feelin g makes me wonder whether, if Mr. Asquith had been driven to further emasculate his own Factory Bill, and if Mr. Mun della had drapped his Arbitration Bill, the Duke of Devonshire and his colleagues would not have repeated our pretty manceuvre to be abreast, 'yet no whit in front, of the times, and cut out even their tiny residuum of positive recommendations.
