It is worth while then, in order to a clear conception of its merits and possible consequences, to briefly examine some of the more salient points in its origin and history. In undertaking this task, I am not conscious of any mo tives other than such as ought to actuate an impartial friend of both parties; but it would be quite impossible to preserve this atti tude without permitting the facts in case their full force of simple statement.
