Excerpt from The Military Surgeon, 1922, Vol. 51: Journal of the Association of Military Surgeons of the United States It should also be borne in mind that head winds, snow or rain, bad or slippery roads, constant halts from obstructions, heat, want of food, thirst, etc., all delay marches. For instance, very strong head winds will cause a difference of from 20 to 25 per cent and snow or rain from 10 to 15 per cent. Therefore, in view of the foregoing, the marches to be now briefly described or narrated fully justified historians and other writers in characterizing them as celebrated. General Sherman made about 14 miles a day in his celebrated march across the Southern States. Referring to this march in his official report, he says: The men had marched for long periods, without regular rations or supplies of any kind, through mud and over rocks. Full information concerning these examinations can be pro cured upon application to the Surgeon General, U. S. Army, \vashington, D. C. The essential requirements to Securing an invitation are that the applicant Shall be a citizen of the United States, shall be between 22 and 30 years of age, a graduate of a medical school legally authorized to confer the degree of doctor of medicine, Shall be of good moral character and habits, and shall have had at least one year's hospital training, after gradu ation. The examinations will be held concurrently throughout the country at points where boards can be convened. Due con sideration will be given to localities from which applications are received, in order to lessen the traveling expenses of applicants as much as possible. As explained. The responsibility of the Public Health Service in a good deal of this work has been of an emergency nature. The administrative arrange ments created, under the law, by the three major agencies involved in this work (war Risk Insurance Bureau, Federal Board for Vocational Education and Public Health Service) have been the subject of a great deal of unfavorable comment by reason of the alleged lack of coopera tion between the agencies involved. It is needless to deny that the administrative organization, so formed, left much to be desired, but it can be defended on the ground that under the law no administrative organization of a better character could readily have been formed. And much of the criticism which has been leveled at this organization has, I feel. Been rather of a political nature than otherwise. However that may be, the organization certainly could have been better in a great many ways. The entire subject has received a great deal of attention and has been a question for earnest thought and deliberation upon the part of the official agencies concerned.
