The adoption by WHO's Member States of the Global Code of Practice in the International Recruitment of Health Personnel, and the implementation of it by so many countries, represent two of the biggest steps in recent years towards solving the shortage of health-care workers around the world. The countries' response has been a momentous achievement. Now, a third big step is being taken with the publication of this book. It underlines WHO's unwavering commitment to supporting the implementation of the Code and provides a wide range of detailed examples from the countries themselves of how they are tackling the many complex issues involved. It provides not just numerous insights into progress but also gives other countries valuable guidance and recommendations on how they, too, can implement the Code. Thanks to recent progress in biotechnology, surrogacy, transplantation of organs and tissues, blood products or stem-cell and gamete banks are now widely used throughout the world. These techniques improve the health and well-being of some human beings using products or functions that come from the body of others. Growth in demand and absence of an appropriate international legal framework have led to the development of a lucrative global trade in which victims are often people living in insecure conditions who have no other ways to survive than to rent or sell part of their body. This growing market, in which parts of the human body are bought and sold with little respect for the human person, displays a kind of dehumanization that looks like a new form of slavery. This book is the result of a collective and multidisciplinary reflection organized by a group of international researchers working in the field of medicine and social sciences. It helps better understand how the emergence of new health industries may contribute to the development of a global medical tourism. It opens new avenues for reflection on technologies that are based on appropriation of parts of the body of others for health purposes, a type of practice that can be metaphorically compared to cannibalism. Are these the fi rst steps towards a proletariat of men- and women-objects considered as a reservoir of products of human origin needed to improve the health or well-being of the better-off? This report was developed to review the Health Workforce Enhancement Plan 2013-2016 (HWEP), which had been extended until 2019, and to function as a human resources for health (HRH) situational analysis in preparation for the development of a national HRH strategic plan. The HWEP was developed as a response to Papua New Guinea Health Workforce Crisis: A Call to Action, a 2011 World Bank report that recommended the country adopt a strategy to increase pre-service and in-service training, staff for support services, and quality-enhancing non-salary budget expenditures, known in the report as Scenario 5. A recommended training schedule up to 2030 has also been developed to guide the implementation of such a strategy.
