In The Middle East and the Making of the Modern World, Cyrus Schayegh takes up a fundamental problem historians face: how to make sense of the spatial layeredness of the past. He argues that the modern world’s ultimate socio-spatial feature was not the oft-studied processes of globalization or state formation or urbanization. Rather, it was fast-paced, mutually transformative intertwinements of cities, regions, states, and global circuits, a bundle of processes he calls transpatialization. To make this case, Schayegh’s study pivots around Greater Syria (Bilad al-Sham in Arabic), which is roughly coextensive with present-day Syria, Jordan, Lebanon, and Israel/Palestine. Personal income taxes (PITs) play little or no role in the Middle East and North Africa, often yielding less than 2 percent of GDP in revenue—with the exception of few North African countries. This paper examines how PITs have evolved in recent decades, and what they might look like in the next 20 years. Top marginal tax rates on labor and business income of individuals have declined substantially, a trend that mirrors reductions in advanced and developing economies. Taxation of passive capital income has changed very little, and the revenue intake from this source remains low throughout the region (less than 1 percent of GDP on average and concentrated in oil-importing non-fragile states). Social security contributions (SSC) have increased in importance in nearly all MENA countries, and some countries have introduced additional payroll taxes. The combination of reduced marginal tax rates, light taxation of income from capital and business activities, and increase of SSC, have resulted in income tax systems that create disincentives to work and incentives for informality, and contribute little to government revenue and income redistribution. Given differences in economic and political structures, demographics, and starting points, the path to PIT/SSC reforms will vary across the region. Countries with relatively mature PIT/SSC systems, where revenue performance has improved in the past two decades, will increasingly need to balance the revenue and equity objectives against effciency objectives (in particular labor market incentives and infromality). Countries with no PITs will have to weigh whether a consumption tax/SSC system that mimic a flat tax on labor income is sufficient to diversify revenue away from oil and whether to adopt PITs to address rising income and wealth inequality. Finally, fragile states, who face more political volatility and weaker fiscal institutions, will have to focus on simplicity of tax design and collection to be able to raise revenue from PITs.

During the 2016 presidential election, many younger voters repudiated Hillary Clinton because of her husband’s support for mass incarceration, banking deregulation and free-trade agreements that led many U.S. jobs to be shipped overseas. Warmonger: How Clinton’s Malign Foreign Policy Launched the Trajectory from Bush II to Biden, shows that Clinton’s foreign policy was just as bad as his domestic policy. Cultivating an image as a former anti-Vietnam War activist to win over the aging hippie set in his early years, as president, Clinton bombed six countries and, by the end of his first term, had committed U.S. troops to 25 separate military operations, compared to 17 in Ronald Reagan’s two terms. Clinton further expanded America’s covert empire of overseas surveillance outposts and spying and increased the budget for intelligence spending and the National Endowment for Democracy (NED), a CIA offshoot which promoted regime change in foreign nations. The latter was not surprising because, according to CIA operative Cord Meyer Jr., Clinton had been recruited into the CIA while a Rhodes Scholar at Oxford, and as Governor of Arkansas in the 1980s he had allowed clandestine arms and drug flights to Nicaraguan counter-revolutionaries (Contras) backed by the CIA to be taken from Mena Airport in the western part of the state. Rather than being a time of tranquility when the U.S. failed to pay attention to the gathering storm of terrorism, as New York Times columnist David Brooks frames it, the Clinton presidency saw rising tensions among the U.S., China and Russia because of Clinton’s malign foreign policies, and U.S. complicity in terrorist acts. In so many ways, Clinton’s presidency set the groundwork for the disasters that were to follow under Bush II, Obama, Trump, and Biden. It was Clinton—building off of Reagan—who first waged a War on Terror ridden with double standards, one that adopted terror tactics, including extraordinary rendition, bombing and the use of drones. It was Clinton who cried wolf about human rights abuses and the need to protect beleaguered peoples from genocide to justify military intervention in a post-Cold War age. And it was Clinton’s administration that pressed for regime change in Iraq and raised public alarm about the mythic WMDs—all while relying on fancy new military technologies and private military contractors to distance US shady military interventions from the public to limit dissent.
