Should an nu suitable person secure an appointment, let it be under stood that he will be discharged at once for any neg lect of duty. None but-men of well-known temper ate habits should be appointed. It is my desire that this force should be efficient, and certainly it can not be efficient without an efficient chief. The large in crease of travel on our river during the summer months, particularly on Sunday, besides the bringing to our city by rail of a large number of excursionists, calls for increased care, that our well-disposed and church-going population may not be disturbed by that class of people who rush to the seashore for a whiff of the sea breezes during the hot months. While perhaps we may not have the right, if We have the power, to deny a sail on the river to people who have been confined in the workshops during the week, and find that Sunday is the only day on which they can enjoy such a pleasure, it certainly is our duty to see that they keep good order on the streets. Excerpt from The Mayor's Address at the Organization of the City Council, and the Treasurer's Annual Report: Together With the Receipts and Expenditures, for the Financial Year Ending December 20, 1879 The directors of the Public Library submit to the city council their twenty-fourth annual report. The catalogue, to which allusion was made in the last report, has been completed and published, and, while not without great imperfections, it is a work that does credit to all concerned in the preparation of it. It is not everything that could be desired in a catalogue, but it certainly has many excellencies, and will greatly facilitate the use of the library and add immensely to its practical value to the reading public. The first catalogue was published more than a score of years ago, and this will probably answer the pur pose for a score of years to come. Book Description
Excerpt from The Mayor's Address at the Organization of the City Council, and the Treasurer's Annual Report: Together With the Receipts and Expenditures, for the Financial Year Ending December 18, 1875 Reduce the expenditures to the lowest possible point, and then insist that the city shall receive the full value of every dollar expended. Let each mem ber deem this the special duty he is to perform. Let the committees realize that they are not created to expend, but to save money - not appointed to use so much in this direction and so much in that, till their credits are exhausted, but to see how much they may save from those sums - how large balances can be carried over for the liquidation of the debt, and to lighten the burden of taxation, which always falls heaviest on the poor. The country is coming to a specie basis, .and that implies a shrinkage in value, a fall in prices, and a reduction of wages in all our ih dustries and the same rule should be carried into the affairs Of the city that we apply to our private busi ness. If we are just, we shall not fear to put the pruning knife to the vine, nor hold back when re quired to cut close and deep.
