Excerpt from The Manufacture of Optical Glass and of Optical Systems: A War-Time Problem In industries of a highly technical nature, such as the chemical dye industry and the optical glass and instrument industry, the Germans had established such effective control that at the beginning of the war we were seriously embarrassed because we did not manu facture these commodities, and did not know how to make them. The Germans had been at the task for more than a quarter century and had developed a personnel trained and competent for the tasks. Their best scientists and engineers had originated and followed through the factory processes and were thoroughly familiar with them; with us it was a serious question whether we would be able to accomplish anything adequate in time to be of service on the field of battle. The records show that in the short period of 19 months, we did accomplish much to overtake the decades of German experience. In certain instances, as in Optical glass and instruments, there has been developed in this country an industry which more than suffices for our own needs and which will render us independent of Europe if we so desire.
