This book examines the transformation in US thinking about the role of Ballistic Missile Defence (BMD) in national security policy since the end of the Cold War. The evolution of the BMD debate after the Cold War has been complex, complicated and punctuated. As this book shows, the debate and subsequent policy choices would often appear to reflect neither the particular requirements of the international system for US security at any given time, nor indeed the current capabilities of BMD technology. Ballistic Missile Defence and US National Security Policy traces the evolution of policy from the zero-sum debates that surrounded the Strategic Defense Initiative as Ronald Reagan left office, up to the relative political consensus that exists around a limited BMD deployment in 2012. The book shows how and why policy evolved in such a complex manner during this period, and explains the strategic reasoning and political pressures shaping BMD policy under each of the presidents who have held office since 1989. Ultimately, this volume demonstrates how relative advancements in technology, combined with growth in the perceived missile threat, gradually shifted the contours and rhythm of the domestic missile defence debate in the US towards acceptance and normalisation. The U.S. Army has seen its missions grow in number and intensity in recent years with the global war on terrorism and the invasion and occupation of Iraq. The resulting levels of stress that have been placed on the Army's active and reserve components have generated public debate about whether the Army's present organization is adequate for the roles that the service is playing now and will play in the foreseeable future. Instead, according to Daniel Wirls, American politics following the Cold War produced dysfunctional defense policies that were exacerbated by the war on terror. Wirls’s critical historical narrative of the politics of defense in the United States during this “decade of neglect” and the military buildup in Afghanistan and Iraq explains how and why the U.S. military has become bloated and aimless and what this means for long-term security. Examining the recent history of U.S. military spending and policy under presidents George H. W. Bush, Bill Clinton, and George W. Bush, Wirls finds that although spending decreased from the close of the first Bush presidency through the early years of Clinton’s, both administrations preferred to tinker at the edges of defense policy rather than redefine it. Years of political infighting escalated the problem, leading to a military policy stalemate as neither party managed to craft a coherent, winning vision of national security. Wirls argues that the United States has undermined its own long-term security through profligate and often counterproductive defense policies while critical national problems have gone unmitigated and unsolved.
