This book has its genesis in materials collected in the Hestern Central Atlantic region in preparation for a regional seminar on the Changing Law of the Sea and its Implications for Fisheries in the Hestern Atlantic. The Seminar, which was organised by the Food and Agriculture Organisation of the UN and funded by the Norwegian government, was held in Havana, Cuba, 1980. Most of the materials were gathered by the authors as a result of direct contact with the fisheries authorities of the region, and supplemented where possible by information obtained from public sources for the remaining countries not visited. Twenty seven countries in the region were visited, and the authors were able to obtain materials much of which is not readily accessible except in the individual countries. In writing this book, the authors have become indebted to many people for their advice and assistance. He wish to thank in particular the Food and Agriculture Organisation of the United Nations for permitting use to be made of papers submitted to the Havana seminar, and to the following members of that Organisation: L.

This final rule: Establishes annual catch limits (ACLs) and accountability measures (AMs) for queen conch and for all reef fish units or sub-units that are classified as undergoing overfishing (i.e., snapper, grouper and parrotfish); allocates ACLs among island management areas; revises the composition of the snapper and grouper complexes; prohibits fishing for and possession of three parrotfish species; establishes recreational bag limits for snappers, groupers, and parrotfishes; and establishes framework procedures for the queen conch and reef fish fishery management plans. Amendments 2 and 5 also revise management reference points and status determination criteria. The intended effect of the rule is to prevent overfishing of queen conch and reef fish species while maintaining catch levels consistent with achieving optimum yield (OY). The comprehensive amendment is designed to ensure the FMPs are fully compliant with the provisions of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). This final rule redefines the fishery management units for the FMPs; establishes seasonal closures; imposes gear restrictions and requirements; revises requirements for marking pots and traps; and prohibits the filleting of fish at sea. In addition, the comprehensive amendment establishes biological reference points and stock status criteria; establishes rebuilding schedules and strategies to end overfishing and rebuild overfished stocks; provides for standardized collection of bycatch data; minimizes bycatch and bycatch mortality to the extent practicable; designates essential fish habitat (EFH) and EFH habitat areas of particular concern (HAPCs); and minimizes adverse impacts on such habitat to the extent practicable.
