The role of foreign capital as a job creator is becoming increasingly important in the context of globalization. Although the purpose and scale of their business activities may vary, foreign investors' entry into a host country often creates a large number of jobs for local populations. In this process, the government usually plays an intermediary role to maximize the benefits generated by foreign firms. This dissertation describes the labor market effects of multinational enterprises (MNEs) in relation to the ways in which government policies and the sources of foreign capital come into play in this process. This study is based on both quantitative and qualitative data. I have drawn data from the U.S. Census Bureau's County Business Patterns (CBP) database, the Bureau of Economic Analysis's (BEA) Foreign Direct Investment in the United States (FDIUS) database, and American Community Survey for quantitative analysis. In addition, I have supplemented the statistical results with in-depth interviews with corporate executives, managers, government officials, and staffing agencies' managers and archival data from both the firms and the local government. The findings focus on labor market changes driven by foreign capital along with institutional shifts. First, I describe the ways in which foreign businesses change their patterns of manufacturing activities and create employment at the state level in response to domestic institutions. Next, I analyze how foreign manufacturing investments originating from different sources result in different labor market outcomes at the local level in response to international institutions. Lastly, I corroborate that state-level institutions, or state governments' economic policies play important intermediary roles in influencing the relationship between foreign investors and the host labor market. I discuss the implications of these findings for research on organizations and the labor market in the global context and for understanding the importance of governmental policies in promoting economic development.

The performance of labor markets is important both for the smooth functioning of the economy, and in providing accurate signals about labor supply and demand to the education and training sector. This examination of Bank country economic and sector reports from 1985-90 finds increasing attention to labor market issues over time. Wages and unemployment are the issues most often and most thoroughly treated in economic reports. Issues are treated most often and comprehensively in rapidly-growing countries with high levels of human resource development (high primary enrollment rates). While the Bank has given attention to labor market issues in the analysis of country economic and education sector reports, these issues have not been accorded priority in the policy dialogue with governments. The best predictor of attention to labor market issues in the policy dialogue is through analysis. More attention to labor markets early in the Bank-country dialogue will help build support for politically-sensitive labor market reforms and lead to better integration of labor market issues into the policy dialogue.

The share of the US economy controlled by foreign firms has tripled since the mid-1970s. The authors find that foreign firms appear to invest in the United States mainly to exploit their individual advantages in management and technology - the same reasons why American firms invest abroad - rather than because the United States is now running large deficits and has become a large debtor nation. Foreign-owned firms do not pay lower wages or shift good jobs and research and development away from the United States. Foreign-owned firms and especially Japanese firms do, however, have a marked tendency to import more of their production inputs. The authors warn that the President's new legislative authority to screen FDI on national security grounds could easily be abused, but endorse using this authority to ensure access to critical technologies or production processes including a requirement on some foreign firms to invest in the United States. They propose new international rules to minimize governmental interference and harmonize policies toward multinational firms.
