Relations between the European Union (EU) and the Gulf Cooperation Council (GCC) are at a crossroads. After the derailment of the negotiations for the Free Trade Agreement (FTA) in 2008, the cooperation between the two regional blocs has remained low-key in a number of different areas, while the unprecedented changes that have taken place in North Africa and the Middle East, the common neighbourhood of the EU and the GCC, have not led to a renewed, structured cooperation on foreign and security policy issues. In this incisive account, scholar Horace Campbell investigates the political and economic crises of the early twenty-first century through the prism of NATO’s intervention in Libya. He traces the origins of the conflict, situates it in the broader context of the Arab Spring uprisings, and explains the expanded role of a post-Cold War NATO. This military organization, he argues, is the instrument through which the capitalist class of North America and Europe seeks to impose its political will on the rest of the world, however warped by the increasingly outmoded neoliberal form of capitalism. When the Tunisian and Egyptian uprisings erupted in Africa, in the first two months of the year 2011, with the chant, 'the people want to bring down the regime', there was hope all over the continent that these rebellions were part of a wider African Awakening. President Ben Ali of Tunisia was forced to step down and fled to Saudi Arabia. Within a month of Ben Ali's departure, Hosni Mubarak of Egypt was removed from power by the people, who mobilised a massive revolutionary movement in the country. Four days after the ousting of Mubarak, sections of the Libyan people rebelled in Benghazi. Within days, this uprising was militarised, with armed resistance countered by declarations from the Libyan leadership vowing to use raw state power to root out the rebellion. The first Libyan demonstrations occurred on February 15, 2011, but by February 21 there were reports that innocent civilians were in imminent danger of being massacred by the army. This information was embellished by reports of the political leadership branding the rebellious forces as 'rats'.

This book examines the changing image of the Arab Gulf States in the West. It addresses the question of perception in international relations and how the Arab States of the Gulf have pursued various endeavors to project themselves into Western imagination. The book chapters generate ideas on how perceptions came about and ways to improve cultural and political realities on the ground in the Arab Gulf States. Thus, it paves the way for a new area of research in the field of Gulf Studies that extends beyond traditional international relations frameworks by weaving elements of intercultural communication into the mix. Recognizing, yet extending beyond, a traditionally realist framework, which has dominated the analysis of Arab Gulf States' foreign relations with western countries, this book tackles both the materialist and the symbolic in the efforts and initiatives launched by the Arab Gulf States. Some chapters maintain a social-scientific approach about the politics of the Arab Gulf States in the West from an international relations lens. Others employ theoretical frameworks that were founded on the notion of the "encounter," with anthropological lenses and concepts of intercultural communication.
