One of the current debates in public relations scholarship surrounds how to evaluate and measure the effectiveness of public relations practitioners and programs and the value they add to an organization. Known as the ROI, or return on investment, in public relations, this concept is often hard to define. However, as management demands become stronger for more accountability from public relations departments, the need to effectively address this concern continues to grow. Previous research has shown that a strong indicator of the effectiveness of public relations is the relationship that exists between an organization and its publics. This study details the relationship between local governments and the citizens they serve. Specifically, it analyzes the different aspects of the relationship and the public relations activities and tactics used to promote and foster relationship development. The research method utilized included the perspectives of both the organization and the public in assessing the organization-public relationship by combining the coorientational approach advocated by Broom (1977) and Broom and Dozier (1990) with the relationship measures proposed by Hon and Grunig (1999) and the tenets of the J.Grunig’s (1989) situational theory of publics. Using online survey data collected from more than 300 local government officials from municipalities across the United States and more than 300 citizens with various demographic and geographic backgrounds, this research examined the relationship dimensions of control mutuality, trust commitment, and satisfaction. In addition, the study evaluated the communication behaviors of citizens to obtain information to guide local government communicators in message development and strategy and also to determine the issues and tactics that will be most effective. Results indicate that citizens have a neutral view of the local government-citizen relationship, and local government officials view it more favorably. Furthermore, higher problem recognition, lower constraint recognition, and higher levels of involvement were positively associated with more active communication behaviors of citizens. Findings from the coorientation analysis illustrate that the two groups are in disagreement about the relationship. Dissensus exists between local government officials and citizens; that is, local government officials and citizens are in disagreement, and both parties know they are in disagreement.

Key messagesAs Nepal goes through a process of creating a new decentralized federal system of government, a CIFOR-ForestAction project used Participatory Prospective Analysis - a foresight method for co-elaborating future scenarios and developing strategies - to understand emerging issues and to bring the issues and scenarios to forest policy making at the provincial and federal levels.Forestry experts identified several external factors likely to impact the rights of community forest user groups under the new federal structure. These factors include national legal frameworks, macroeconomic policies, the emergence of new sub-national governments, and a changing political context. Experts also considered how the future of community forestry might be influenced by internal factors, such as the rules of community forest user groups, governance arrangements, strategies, plan implementation, conflict management systems, and relationships with local governments.To strengthen the rights of community forest user groups, experts recommended the following: the adoption of good governance principles in community forest user groups; networking and capacity building; a strengthening of relationships with local government and other stakeholders; the use of improved technology; forest-based enterprise development; and poverty reduction.Participatory Prospective Analysis was found to be a good methodological tool for effective planning, and participants thought it could improve local environmental planning. The study is set against the backdrop of the urbanization trend in present-day China, and focuses on the relationship between farmers who have lost their land (“land-lost farmers”) and local government. Particularly, it applies the extended case method to answer the following two questions: first, in what ways do the forces of integration and conflict manifest themselves in the relationship between land-lost farmers and local government? Second, how do land-lost farmers and local government apply respective modalities in the context of their interplay? The main finding is that the two groups, land-lost farmers and officials, are engaged in a complex and dynamic relationship. That relationship is played out locally within a network of power-interest structures, which not only manifests itself as forces of integration and conflict, but also as an ongoing process, a game played by knowledgeable agents, whose strategies are enacted, and in so doing, both reproduce that game and alter it.
