First published in 1967, Professor Bairoch's Diagnostic de L'Evolution Economique du Tiers-Monde has gone into four editions, and has brought the author an international reputation. This English translation is, in effect, another edition based on the latest French text but incorporating much which is not to be found there. The statistical tables have been revised and expanded wherever possible to include figures up to the end of 1972; the bibliography has been specially adapted to include the literature on the subject in the English language; and two new chapters have been written: Chapter 8 on 'Urbanization' and Chapter 9 on 'The labour force and employment'. It has been Professor Bairoch's aim in this book to examine the development of under-developed countries (including China) during the present century and through the use of comparative statistics to formulate a diagnosis of their growth. His analysis includes, whenever relevant, a comparison between the present economic progress of Third World countries and that of the developed countries at the time of their 'take off'. Special attention has also been given to China's unique path of development.In the course of his research the author has elaborated several new series. The production of these new series and their integration with existing data make this book a valuable quantitative economic history of the Third World.

The importance of protecting the environment against pollution is an objective which gained international acceptance in the recent years. According to the first principle of the Declaration of the United Nations Conference on the Human Environment which took place in Stockholm in 1972, "man .... bears a solemn responsibility to protect and improve the environment for present and future genera tions". The United Nations again in their desire to improve the sanitation conditions allover the world decided to proclaim the period between 1981-1990 as the "International Drinking Water Supply and Sanitation Decade." Although attempts have been made by inter national organizations to prevent pollution, it is difficult to say that these attempts gave satisfactory results in developing countries. The most common reasons of failure are: a) To find solutions to their environmental problems, develop ing countries usually seek the assistance of engineers and scientists from developed countries. Many times, how ever, either out of ignorance of the local condition or due to financial motivations, these experts come out with solutions which are far from being considered as the "most appropriate." As a result, the basic objective of protecting the environment is not achieved. b) Attempts made by developed countries to "export" their wastes - especially the hazardous ones - to the developing world, is another danger - and sometimes reason of failure encountered in the field of Environmental Management.

The lecture notes presented in these pages were originally developed for use in the Energy Management Training Program (EMTP), sponsored by the Office of Energy, U. S. Agency for International Development. This program, held at Brookhaven National Laboratory (BNL) and the Institute for Energy Research, State University of New York at Stony Brook, is designed to train mid-career and senior government officials in developing countries in the techniques of energy policy analysis and planning, and covers, in addition to the material presented here, more detailed case studies in resource evaluation, pricing, conservation, financial analysis, and investment planning. Since its incep tion in 1978, some 220 individuals from 57 countries have attended the course. These notes have also been used in executive level seminars and in country training programs in the Sudan, the Dominican Republic, and the People's Republic of China. Attendance at the course is diverse, and typically includes planners, managers, engineers, and economists from energy planning agencies, ministries of finance and economic development, electric utilities, refineries and State Oil Companies, and specialized energy planning units for energy conservation and for regional cooperation. The monograph is designed not just as reading material to support lectures, but also as a general self-contained reference text for a very diverse audience: we have therefore included much introduc tory material. The presentation is focused on a discussion of the basic principles of systems analysis: and the case material has been specially designed to illustrate these principles.
