Excerpt from The Iowa Journal of History and Politics, Vol. 18: 1920 [This paper covers the period between the Civil War and the Spanish-American War and is a continuation of the Historical Survey of the Militia in Iowa, 1838-1865, which appeared in The Iowa Journal of History and Politics for July, 1919. For discussion of the various meanings of the term militia see the editor's note to the former article. - Editor.] In the history of the Iowa militia the Civil War marks a rather definite dividing line. Before that time there was meaningless and conflicting legislation, loose organization, and an almost complete lack of records. While legislation remained for some time unsatisfactory and organization faulty, nevertheless what there was of either can be determined; for, thanks to the untiring work and insistence of General Baker, there are printed reports of the Adjutant General's office from the year 1861. True it is that the Adjutant General at times reported companies of militia which had passed out of existence; but inaccurate reports are better than no reports, for inaccuracies may be detected. The period from the Civil War to the Spanish-American War saw the beginning of the National Guard in Iowa and its development into an efficient and effective fighting force capable of taking its place in the first line of the battle troops of the country. This period may be divided into three sections: from the close of the Civil War to 1878; from 1878 to 1892; and from 1892 to the war with Spain. But a few Whigs were willing to administer a measure of partisan politics to the infant Territory. In the campaign lasting hardly a month the past records and capabilities of J ones and Meeker were paraded for comparison. Personal and local considerations, however, such as the location of county seats, internal improvements, and a discussion of the vari ous claims of Burlington, Belmont, Du Buque, and Madison for the capital of the Territory constitute the principal record of the first political activity in Iowa. The popularity of Col. G. W. J ones was general through out the Territory. It was he whose efforts had secured the passage of the Act of April 20, 1836, establishing the original Territory of Wisconsin, and the voters generally believed that his election was necessary to secure the best interests of the young Territory in matters of National legislation. Excerpt from The Iowa Journal of History and Politics, 1934, Vol. 16 At the outbreak of the Civil War the State of Iowa was in a condition of almost total disarmament. Not a single company of regular troops was stationed within the limits of the State; and there was not a fort, garrison, military post, or arsenal located on Iowa soil. The nearest arsenal was at St. Louis. Indeed, in 1861 there were but two arsenals west of the Mississippi River: at St. Louis and at Fort Leavenworth, Kansas. There had been some agitation for the establishment of military posts at Fort Dodge, Sioux City, and Council Bluffs, but it had been stifled by the "masterly inactivity" of the General Assembly. That body, for a number of years previous to the conflict, had not considered military affairs seriously. The legislature had been worse than apathetic: it had been trifling, even jocose. Committees on military affairs seem to have considered it their main duty to furnish entertainment for the Assembly. A special committee appointed in 1858 to inquire into the number of arms received from the United States government and their place of deposit failed to make any report. The chief executive was also ignorant of military matters. Governor Ralph P. Lowe stated to the House of Representatives in 1858, in response to a query, that he was unable to gain definite information as to the number of arms received from the general government, and as to their condition and disposition.
