Documents On The State-wide Initiative, Referendum And Recall
Author: Charles A. Beard
Publisher: Da Capo Press, Incorporated
ISBN:
Category : Political Science
Languages : en
Pages : 418
Book Description
Excerpt from Documents on the State-Wide Initiative: Referendum and Recall This volume includes all of the constitutional amendments providing for a state-wide system of initiative and referendum now in force, several of the most significant statutes elaborating the constitutional provisions, all of the constitutional amendments now pending adoption, six important judicial decisions, and certain materials relative to the state-wide recall. While no attempt has been made to go into the subject of the initiative, referendum, and recall as applied to local and municipal government, some illustrative papers showing the system in ordinary municipalities and commission-governed cities have been included. We have published as an appendix the complete scheme of government suggested by Mr. W. S. U'Ren and a committee of Oregon citizens. This is one of the most suggestive documents to be found in recent American political literature, and it will be read with profit in connection with the chapters of Mr. Herbert Croly's Promise of American Life dealing with state government and administration. It is obvious that this volume will soon be partially out of date if the several projects for the initiative, referendum, and recall now pending are adopted. It is hoped, however, that new editions may be issued from time to time so that students of government may have readily accessible the primary materials for the study of these new institutional devices. We are indebted to Mr. H. H. Jones, of the Columbia Graduate School, for valuable aid in reading the proof. Book Description
Excerpt from The Operation of the Initiative, Referendum, and Recall in Oregon J. N. Teal, Practical Workings of the Initiative and Referendum in Oregon, Cin cinnati Conference for Good City Government, 1909, pp. 309, 310. Cf. Oregonian, Nov. 28, 1902, p. 6, col. 1 H. W. Scott, ibid., Oct. 16, 1907, p. 11, col. 3. Although it was adopted by a majority of eleven to one, a great many people did not know what they were voting for. The friends of the measure had been working judiciously for it for years, had secured the endorsement of the newspapers, many of the leading men of the state, and had by shrewd management got possession of the political parties, to the extent, at least, that all candidates printed 'vote for Initiative and Referendum' on all their election cards and bill posters and were all lined up to advocate the measure during election: Many did not know what they were voting for, simply following the rest. H. Denlinger, Arena, vol. 38, pp. 83 - 4 Such statements are repeated by Oregonians again and again, both in regard to the members of the legislature and the people, and are widely believed to be true. Educated by Initiative
Author: Daniel A. Smith
Publisher: University of Michigan Press
ISBN: 0472024256
Category : Political Science
Languages : en
Pages : 248
Book Description
"This body of research not only passes academic muster but is the best guidepost in existence for activists who are trying to use the ballot initiative process for larger policy and political objectives." --Kristina Wilfore, Executive Director, Ballot Initiative Strategy Center and Foundation Educated by Initiative moves beyond previous evaluations of public policy to emphasize the educational importance of the initiative process itself. Since a majority of ballots ultimately fail or get overturned by the courts, Smith and Tolbert suggest that the educational consequences of initiative voting may be more important than the outcomes of the ballots themselves. The result is a fascinating and thoroughly-researched book about how direct democracy teaches citizens about politics, voting, civic engagement and the influence of special interests and political parties. Designed to be accessible to anyone interested in the future of American democracy, the book includes boxes (titled "What Matters") that succinctly summarize the authors' data into easily readable analyses. Daniel A. Smith is Associate Professor of Political Science at the University of Florida. Caroline J. Tolbert is Associate Professor of Political Science at Kent State University.
