Key Performance Indicators, also known as KPIs, help an organization to define and measure progress towards organizational goals. It is one of the examples of private sector practices that have been developed and implemented in public sector organizations to improve the performance of public services. The system is supposed to assist the government in meeting its objectives as well as to make it become more accountable. This explanatory case study intends to investigate the implementation of KPIs in a Local Government (LG) in Malaysia. New Institutional Sociology (NIS) is used to understand the various institutional pressures faced by the organization during the process of developing and implementing KPIs. Supposedly, KPIs were introduced to inculcate a high performance culture. However, it has been found that KPIs are used as a complementary tool to the existing PMS; Annual Work Target (AWT) practiced within the organization. AWT has become shared values within the organization, and still suffers from several drawbacks. The study also discovered that the new PMS has brought several changes to the individual, departments, and the organization itself. In addition, the study was able to discover and point out the changes in organizational behaviour among the organizational members through the implementation of KPIs. This study gives a new insight to the Public Sector Accounting research by exploring the development and implementation of KPIs in a LG as well as the organizational changes within the organization.

Prior to the implementation on Private Finance Initiative (PFI), Malaysia has implemented many different private sector participation models, prominently the privatisation model. PFI is observed as streamlining the previous privatisation by stipulating the standard regular evaluation of privatised entities' performance through key performance indicators (KPIs). KPIs are expected to confront the privatised infrastructure project's problems of shoddy workmanship, unfinished and delayed projects. Thus, with the aim of formulating the definition and variables of the KPIs for the assessment of public infrastructure PFI projects performance in Malaysia, this research establishes the KPIs of PFI for the development of public infrastructure in Malaysia. As KPIs are one of the key elements of PFI, this KPIs establishment urges the need for PFI guideline in standardising the execution of various schemes of Malaysia's PFI, rising private concessionaire's responsibility and accountability in providing public projects and finally encouraging the KPIs implementation in Malaysia's construction industry.

Key performance indicators (KPIs) are considered as measurable values used by for companies, institutions, or organisations in order to estimate the success rate of their set objectives. Therefore, it is important to select appropriate indicators that will be used for the measurement. In Malaysia, the KPI came into the spotlight when the Prime Minister introduced it for measuring the performance of the cabinet ministers in 2009. Since then, KPIs became the focus in the private and the public sectors in Malaysia. Thus, this article attempts to examine the values behind KPIs and its function within the contract of employment. The article further examines whether non-performance of KPIs can be categorized as poor performance, which could open employees to termination or disciplinary actions. This article is mainly based on the analysis of existing literature, journal articles, books, information obtained in online news portals and judicial decisions. The article finds that non-performance of KPI can be used as a basis to terminate or dismiss an employee from employment.
