P In order that the members of the Independent Labour Party and others who are interested in Bolshevik Russia and in the reconstruction of the Socialist International should be in possession of authentic information on these subjects, the N.A.C. has decided to make available the documents published in this volume. The N.A.C. had intended to publish with this Memorandum from the Executive of the Third International a report by Mr. Wallhead and Mr. Allen on their impressions of their visit to Russia. Owing to the serious illness of Mr. Allen it has not been possible to complete this report in time for publication in this volume, and as the N.A.C. consider that no delay should take place in putting the members of the I.L.P. in possession of the reply of the Moscow International, they have regretfully to postpone the issue of the report of their delegates. The N.A.C. sincerely hope that Mr. Allen may soon be sufficiently well to be able to complete the report.
