Inwardly, however, and in reality, there has been a wonderful harmony between these seemingly opposite paths of national progress. We shall have little difficulty in showing, that one effort has been the equipoise to the other, one growth the comple ment of the other; so that more has been effected than either party alone, or than both together, have aimed at; and whilst the stability of the nation has been insured, the influences and courses which could most endanger that stability have been made glaringly manifest to all; and such a pledge and assurance has been given of the guidance and blessing of the King of Nations, as may well remind all who aspire to control the affairs of the Commonwealth, of the principles which actuated those who most largely shared in its found ation, and by the operation of which alone, it, or any State, can attain to real and abiding greatness in the world. Such views as these may relieve of all dulness a narrative of 'the kind that lies before us; not factitiously, and by the introduction of materials foreign to the subject but by the display of the secret meaning and tendency of the events that make up the quiet round of commercial prosperity, of those trifling matters which appear only when massed in tables of statistics, and of the most exciting affairs of times of peace - contests for office, legislative discussions. Excerpt from The History of the United States of North America, Vol. 3: From the Discovery of the Western World to the Present Day Irrespective of all the casus belli, which, (as it evermore happens,) when the quarrel was determined upon, were sure to be found only too abundantly, there was, as we have seen, a real and deep necessity for this trial of strength to with Great Britain. And when we have reached the conclusion of this Book, we shall be in a position to see precisely why a war, apparently so indecisive, should suffice for the conclusion of a peace which has now lasted for forty years, and bids fair to last as many more. But in entering upon this narrative, we must observe, that this "Second War," (as it has been called,) in relation to World History bears by no means so prominent a place as we might suppose, from seeing the account that is made of it in the United States. And the reason manifestly is, that the principles, to maintain which, ostensibly, America flung down her gage, were not the real grounds of the conflict. They bore no nearer relation to the actual combat, than the question "whose lady's eyes were the brightest," which was - so say the chronicles of chivalry - the avowed reason for mortal encounter between every two doughty and errant knights, who chanced to meet, after having sallied forth for the very purpose of achieving some notable adventure in arms. Of the part in this war which Jefferson took, we have spoken in the chapter upon the Foreign Affairs of his Administration; and we think that few can trace carefully the line of policy which he adopted, without ascribing it mainly to him; although the party opposed to it gave it the title of "Madison's war." How adroitly the great Democratic chieftain contrived, without implicating himself in the responsibility of conducting them, to make hostilities unavoidable, has been fully shown.
