That of the non-protective duties is in many ways interesting and instructive; but I have spoken of them only in so far as they throw light on the main subject. The abolition of the tea and coffee duties has been discussed at some length, because these are by far the most important of the non-protective class, and be cause their removal illustrates very clearly the process by which the protective duties have been maintained. The sugar duties have not been considered at all; for, though they operate as protection for the sugar planters of Louis iana, the domestic production is so small, in comparison with the imports, that the duty must be considered, on the whole, as belonging to the non-protective class. It certainly stands on a different footing from the mass of the protective duties, and presents, in the main, a different set of problems for solution.
