Wishing now myself to offer to your Magnificence some proof of my devotion, I have found nothing amongst all I possess that I hold more dear or esteem more highly than the knowledge of the actions of great men, which I have acquired by long experience of modern affairs, and a continued study of ancient history. These I have meditated upon for a long time, and examined with great care and diligence; and having now written them out in a small volume, I send this to your Magnificence. Excerpt from Diplomatic Memoirs, Vol. 2 of 2 I have referred in previous chapters to the interest manifested President Arthur in the development of commercial reciprocity, and to the steps taken by his administration to inaugurate and carry forward such a system of exchange with foreign countries. His defeat in the national convention of his party in 1884, followed by the election of President Cleveland, who was opposed to the system, resulted in the failure of the three treaties which had been negotiated with Mexico, with Spain for Cuba and Porto Rico, and with San Domingo. But the return of the Republicans to power in the election of President Harrison in 1888 revived the reciprocity projects. Special arrangements or treaties for the favored ex change of products with other nations were not an entirely new measure. During the presidency of Jackson a treaty made with France(1831) contained commercial reciprocity provisions. In 1843 President Tyler instructed our Minister to Prussia, Mr. Wheaton, to negotiate with the Germanic Customs Union, or Zollverein, "a commercial treaty, which, while it will open new advantages to the agricultural interests of the United States and a more free and expanded field for commercial operations, will affect injuriously no existing interest in the Union.' Indiana was classed as one of the doubtful States, and the result of the October election was looked forward to with anxiety by both political parties as indicating the trend of public sentiment. Oliver P. Morton, the leader of his party in the State and one of the foremost statesmen of his day, was a candidate for reelection to the Senate of the United States, and he felt that his political life was at stake in the contest. As Chairman of the Republican State Committee, I conducted the campaign which resulted in the choice of a Republican majority in the legislature, and pointed unmistakably to the success of President Grant. Senator Morton was greatly pleased, and when the returns were all in, he invited Mrs. Foster and myself to a private dinner at his residence in Indianapolis. When it was concluded, I accompanied the Senator to his private office, and he at once said that to me more than any one else was due the decisive party victory, and that he personally felt under great obligations to me which he desired to discharge. He told me to take the "Blue Book" (the register of federal officers of the United States) and select the office I wanted, and that without further trouble on my part he would see that it was given me.
