Excerpt from The Hague Rules 1921 Explained The Hague Rules, 1921, defining the risks to be assumed by sea carriers under a bill of lading, were framed by the Maritime Law Committee of the International Law Association. After consultation with representatives of the interests concerned from numerous maritime States the Rules were settled during a conference of the Association at the Hague in September, 1921. The conference approved the Rules, and recommended them for international adoption. Shipowners, shippers, consignees, bankers and underwriters, as well as lawyers, collaborated in the drafting, discussion and settlement of the Hague Rules. Indeed, the Rules are the outcome of a series of developments in which all those interests have been concerned. "There can be no doubt," observed Lloyd's List in recording the adoption of the Rules, "that, of late, the sense of dissatisfaction among shippers with the existing state of things has become more marked, and shipowners, while reluctant to abandon their position of freedom to agree terms of contract with individual merchants, have recognised that, as a matter of business, they should meet, as far as possible, the wishes of their customers.
