In light of the transition away from fossil fuel-based energy, this paper highlights the importance of understanding who controls vital parts of the global supply chains of critical minerals and rare earth elements (REEs). Analysis of direct ownership does not reveal the real sources of control over the decisions of the company. To identify those sources, we use an index that measures the degree to which important shareholders can affect voting decisions. This analysis is not straightforward, because companies along the supply chain are not necessarily incorporated in the countries in which mining and production activities take place, and shareholders can exert influence through multiple layers of subsidiaries. Our analysis reveals that China's control over the global value chains involving critical minerals and REEs extends beyond what is commonly assumed. It also sheds light on environmental, social, and governance issues in the countries in which mining and/or production take place. The paper advocates increasing transparency regarding the sources of control to better assess and manage economic and geopolitical risks; enhancing recycling, to reduce dependency on foreign supply; avoiding protectionist and trade-reducing reactions; and encouraging research and development in order to speed up the adoption of technologies of substitution.

The assured supply of critical minerals and the resiliency of their supply chains are essential to the economic prosperity and national defense of the United States. The United States is heavily dependent on foreign sources of critical minerals and on foreign supply chains resulting in the potential for strategic vulnerabilities to both our economy and military. Mitigating these risks is important and consistent with our country's National Security Strategy and National Defense Strategy to promote American prosperity and to preserve peace through strength. This report presents 6 Calls to Action, 24 goals, and 61 recommendations that describe specific steps that the Federal Government will take to achieve the objectives outlined in Executive Order 13817. Rare earths are elements that are found in the Earth's crust, and are vital ingredients for the production of a wide variety of high tech, defense, and green technologies-everything from iPhones and medical technologies to wind turbines, efficiency lighting, smart bombs, and submarines. While they are not particularly "rare" in availability, they are difficult and expensive to mine. Yet, China has managed to gain control over an estimated 97 percent of the rare earth industry since the 1990s through cheap production, high export taxes, and artificial limitations of supply. Rare earths, and China's monopoly over them, became international news after China "unofficially" curtailed exports to Japan, the United States, and Europe in 2010. This embargo followed a collision between Chinese and Japanese boats in the East China Sea, a locus of geopolitical and economic tension between the two countries. Although the World Trade Organization forced China to scrap its restrictions, it still holds a stranglehold over these elements that are so critical to the economic and security interests of the United States and its allies. In this book, Sophia Kalantzakos argues that the 2010 rare earth crisis signaled more than just a trade dispute. Rather, it raises questions about China's use of economic statecraft, and must be regarded as a part of the larger discourse of global power relations. Importantly, she also argues that the failure of political actors in major industrial nations to enact comprehensive and effective policy solutions, or the scientific and business communities to devise sustainable rare earth production outside of China, points to future resource competition.
