"The State Partnership Program (SPP) began in 1993 with the establishment of partnerships to assist three post-Soviet bloc countries in their democratic transition. The importance of establishing partnerships has been recognized and directed among national strategic documentation. This program creates long lasting relationships built on trust where mutually beneficial training opportunities provide a low-cost approach to security cooperation activities such as training in Defense Support of Civil Authorities. The complex hierarchy that make up the program provides a check and balance system that encompasses the program from inception to engagement opportunities. The first ever Strategic Partnership Program Management Plan is in draft form and should consider including guidelines for seeking interstate capabilities, recommendations for partnerships involving mismatched capabilities, direction for establishment and maintenance of a capabilities database, and the creation [of] an Active Duty (AD) and National Guard functional manager to manage partnership creation and maintenance. In addition to the vast benefits that the National Guard reaps from the program, the AD Air Force could leverage the SPP to help achieve Air Force Strategic Master Plan inclusiveness goals of reinforcing the Total Force concept along with strengthening alliances and partnerships"--Abstract.

China's rise over the past decade has corresponded with the decline of the United States in the liberal international system, both economically, and after two wars in Afghanistan and Iraq, diplomatically. From the 2010 National Security Strategy to the 2011 National Military Strategy, the highest levels of national power within the United States recognize the importance of forging and strengthening new and existing alliances. A critical component of the November 2011-announced "rebalance" to Asia is the insistence that partner nations shoulder a larger portion of their security burden in the future. Now more than ever the National Guard has an opportunity to take an active part in shaping the U.S. National Security Strategy. The State Partnership Program provides a mechanism by which Guard members can hone there Major Occupational Skills (MOS) related skills and demonstrate to foreign citizens what democracy really means. The National Guard State Partnership has paired 24 states with foreign partners in Europe, Central, and South America. Through this effort the countries involved receive humanitarian assistance to improve living conditions in their respective countries. The Guard members involved gain the experience of an overseas deployment and learn to overcome the hardships of accomplishing their missions under the most austere conditions. In this paper I examine the Kentucky - Ecuadorian partnership in hopes of highlighting the successes and making recommendations for improvement of future operations.

This thesis assesses the U.S. National Guard State Partnership Program through a review of the current and historic interaction between two of thirty -four State: the California National Guard and Ukraine partnership and the Missouri National Guard and Panama Partnership. The two sets of Partnerships are critically analyzed in light of arguments in favor of and arguments against utilizing the U.S. National Guard to conduct the State Partnership Program. The United States National Guard State Partnership Program (SPP) aims to strengthen partner states in support of the security cooperation objectives of U.S. regional combatant commanders. In Europe and elsewhere, potential or real weakness in transitional states jeopardizes both regional security and the democratization process. U.S. Security cooperation through assistance in counterinsurgency, foreign internal defence, and training advisory missions seems much more relevant today than traditional State-to-State high-intensity operations. To engage in such cooperation, U.S. Combatant Commands and NATO structures could have an interesting approach at their disposal that combines national and allied security programs. The SPP/PfP case examined in this chapter shows that the Nordic/Baltic armed forces have been influenced by this approach and could play a sustaining role for the NATO Partnering approach with regard to the future regional/global stability challenges to be tackled on the short- and long-run in different parts of the world.
