This edited book will examine the Balkans and Eastern Mediterranean from multidimensional geo-strategic, political-economic, socio-cultural/religious and demographic perspectives. It analyzes the conflicting geopolitical interests of the major and regional powers, as well as those of NATO and the European Union, with a focus on energy, democracy and corruption, shifts in population, as well as religious political influence. The authors argue that the US, NATO and EU leaderships can no longer afford to ignore the two regions — if the increasing potential for conflict is to be averted. The Balkans and Eastern Mediterranean are returning to a major position in the contemporary geostrategic nexus since NATO began a new expansion into the Balkans by bringing Montenegro in 2017 and North Macedonia in March 2020 into membership, after its previous expansion to Slovenia in NATO’s “Big Bang” in 2004 and to both Albania and Croatia in 2009.

Anchored in the Russian Empire, but not limited to it, the eight studies in this volume explore the nineteenth-century imperial responses to the challenge of modernity, the dramatic disruptions of World War I, the radical scenarios of the interwar period and post-communist endgames at the different edges of Eurasia. The book continues and amplifies the historiographic momentum created by Alfred J. Rieber’s long and fruitful scholarly career. First, the volume addresses the attempts of Russian imperial rulers and elites to overcome the economic backwardness of the empire with respect to the West. The ensuing rivalry of several interest groups (entrepreneurs, engineers, economists) created new social forms in the subsequent rounds of modernization. The studies explore the dynamics of the metamorphoses of what Rieber famously conceptualized as a “sedimentary society” in the pre-revolutionary and early Soviet settings. Second, the volume also expands and dwells on the concept of frontier zones as dynamic, mutable, shifting areas, characterized by multi-ethnicity, religious diversity, unstable loyalties, overlapping and contradictory models of governance, and an uneasy balance between peaceful co-existence and bloody military clashes. In this connection, studies pay special attention to forced and spontaneous migrations, and population politics in modern Eurasia.

Kosovo's declaration of independence in 2008 - and the overt manipulation of this precedent by Russia in its war with Georgia and South Ossetia shortly afterwards - has focused the world's attention once again on the Balkans. But Albania's role within the region remains little known and less understood. In this revised edition of a major work of contemporary history, two well-known and internationally-respected authorities elucidate Albania's place in the Balkans, from the explosion of violence in the 1990s, which brought the country to the brink of civil war, to the present day. Since 1997, the Albanian region has been forced simultaneously to come to terms with the realities of a post-Communist world and the threat of Slobodan Milosevic's 'Greater Serbia' project. Its people, the authors, argue are involved in the process of national self-emancipation: the re-establishment of free markets and ending of Communist border controls have renewed long dormant cultural and economic links between the Albanian people and the wider region. The future of the Albanians in the Balkans is the most pressing issue in the region today, a fact which the West must pay close heed to if this long neglected nation is to become a European partner. Indeed, the authors argue, in this rapidly evolving political climate, failure to come to terms with the importance of the Albanian question could return the region as a whole to armed conflict.

During this period it grew faster than trade and was considered vehicle of increasing integration of the world economy. Despite being one of the poorest countries in Europe, Albania has managed to attract solid interest from foreign investors. Albania offers access to a growing market, to a competitive business environment, abundant availability of well-educated workforce and in possibility of the first mover advantage in some growing new markets. The government has made several economic reforms to deliver an enhanced investment climate. The aim of this dissertation is to assess and evaluate Albania’s attractiveness to FDI in order to identify the policy implications required to increase inflows. Throughout the critical analysis conducted during the literature review, the author distils the ‘host country determinants’ framework based on the location variable to assess and evaluate Albania’s attractiveness for FDI flows. Results provided a number of incentives and disincentives features of Albania’s host country determinants, leading the author to provide policy implications, which aim at increasing inflows. FDI play an irreplaceable role for the implementation of the strategic reforms, technology transfer and advance managerial methods. Albania possesses all the essential components to increase inward FDI but this will be explored through the author’s own developed framework. The result of the analysis will produce policy implications that aim to boost Albania’s future FDI inflows.
