The Learning and Skills Council for England (LSC) was established in April 2001 and has responsibility for funding and planning all post-16 education and training in England, other than higher education. It has a budget of £7.3 billion, and works with other organisations such as the Employment Service, the Small Business Service, Connexions and the National Training Organisations, as well as further education and sixth form colleges in order to identify training and education needs and to raise participation and attainment levels. This first annual report covers its work up to 31 March 2002, and includes the audited accounts for the period 1 September 2000 to 31 March 2002.
