The towns as municipal bodies have, on the whole, controlled that history, because each town has had a representative in the lower branch of the General Assembly. Indeed, from the beginning of inde pendent government until 1836, there was but one clearly defined legislative body, although the governor's council did as a matter of fact exercise legislative functions. In that year a Senate was added, and the members of the new body were distributed to the counties on the basis of population. But the small towns, by numerical prepon derance in the House of Representatives, continued to give the agricultural element of the population a disproportion ate representation.
