Law increases the U.S. Treasury line of credit to the Bank Insurance Fund from $5 billion to $30 billion; requires annual on-site examinations and independent audits of all depository institutions; requires the appropriate federal banking agencies to take prompt corrective action with respect to institutions which fall below minimum capital standards; requires the FDIC to use the least cost method in resolving failed institutions; does not permit the FDIC to cover uninsured (foreign) depositors; limits the Federal Reserve's use of deposit window lending to keep insolvent institutions open; requires an annual independent audit of any private deposit insurer; strengthens the Federal Reserve's oversight and authority over foreign banks and branches and various other provisions tending, as a whole, to ensure a better information to customers and regulators and to limit the capacity of financial institutions in some of their operations granting the FDIC a greater enforcement authority.
