Telecommunications, Information on Low Power Television, Fccs Spectrum Incentive Auction, and Unlicensed Spectrum Use
Author: U.s. Government Accountability Office
Publisher: Createspace Independent Publishing Platform
ISBN: 9781973921462

Pages : 60
Book Description
" In 2012, Congress authorized FCC to conduct an incentive auction of broadcast television spectrum whereby eligible broadcasters can voluntarily relinquish their spectrum usage rights in return for compensation. This auction will make spectrum available for new uses such as mobile broadband and will also potentially affect LPTV and translator stations. In addition to conducting the auction, FCC proposed preserving at least one vacant television channel in all areas that could be used by unlicensed devices to ensure the public continues to have access to the benefits associated with these devices. GAO was asked to review the possible effects of the auction on LPTV and translator stations and their viewers. This report examines: (1) LPTV and translator stations and how FCC's incentive auction might affect their viewers, (2) selected stakeholders' views on actions FCC has proposed to mitigate the possible effects of the auction on such stations, and (3) selected stakeholders' views on the expected outcomes of preserving a vacant television channel for unlicensed use.

Commercial Spectrum
Author: U.s. Government Accountability Office
Publisher: Createspace Independent Publishing Platform

Pages : 126
Book Description
" The radio-frequency spectrum enables an array of wireless communications services that are critical to the U.S. economy and national security, such as wireless broadband. In 2010, a Federal Communications Commission (FCC) task force issued the National Broadband Plan that included recommendations to reform spectrum policy. Since 1994, FCC has used competitive bidding, or auctions, to assign licenses to commercial entities for their use of spectrum; however, its authority to use auctions expires on September 30, 2012. Among other things, GAO examined (1) the extent to which FCC has made spectrum available for new commercial uses and the time taken to do so, (2) experts' and stakeholders' views on FCC's plans and recent actions to meet future spectrum needs, and (3) experts' and stakeholders' views on the continued use of auctions to assign spectrum. To address these objectives, GAO reviewed FCC's plans, notices, and orders; reviewed six instances in which FCC made spectrum available for new commercial uses; and surveyed 30 experts and 79 industry stakeholders about their views on FCC's efforts to make spectrum available for new uses, its plans and actions to meet future needs, and its continued use of auctions (the survey had a 68 percent response rate). Auctions of licenses to use the radio spectrum conducted by the FCC from 1994-98 will yield $27 billion in receipts to the U.S. treasury. The initial success has generated interest in the use of auctions to raise additional receipts and enhance the value of the spectrum to society. This study examines the results of the initial FCC auctions, the general outlook for future auctions, and the applicability of auctions to the intro. of digital broadcast TV. It also considers the prospects for using auctions and other market mechanisms not only in assigning licenses to specific users, but also in allocating frequencies to different uses.
