The European labour market models are at a crossroads. Almost all Western European countries have experienced a lack of job creation, productivity and growth for an extended period of time. There is a problem of unemployment overall, but most urgently for the young, for immigrants and for the disabled. There is a clear need for reform. European unification represents major challenges to national institutional frameworks as well as significant pressures for institutional convergence. So far, labour markets have actually seen relatively little convergence, and national institutions have remained highly distinct. Against this background, the book provides an encompassing comparative analysis of school-to-work transitions in EU member states. It shows how differences in both European education and training systems, as well as labour market institutions, generated significant variation in the experiences of young people entering European labour markets during the 1990s. This book compiles an integrated series of comparative empirical analyses of education-to-work transitions across the EU by drawing on the European Labour Force Surveys. Individual chapters describe the educational background of young people entering the labour market, address the scope of educational expansion in recent decades, and chart basic structures of transition processes in European labour markets. Chapters not only examine the role of education for successful labour market integration, but also the impact of macroeconomic, structural, and institutional factors on young people's chances of avoiding unemployment and attaining employment in occupations appropriate to their education and training. From these analyses it becomes apparent that the structure of education and training systems is the key institutional factor behind successful youth labour market integration. At the level of intermediate skills, dual systems of training have retained their advantages in terms of reduced youth unemployment. High levels of education still constitute a key asset, for, despite significant educational expansion in recent decades, devaluation trends have been limited. As youth labour markets are found to be particularly responsive to macroeconomic conditions, however, macroeconomic stability turns out to be an equally important predicament to successful youth labour market integration, in particular among those with low levels of education.

This book provides insights into the complex labour and social security framework of EU employment and its enforcement. Starting from an analysis of the various EU instruments and case law, it outlines the complicated legal framework, the practical problems involved, and ways to overcome them. Since the formation of the European Community 65 years ago, migration and the European labour market have evolved considerably through special patterns of (temporary) mobility such as postings, simultaneous work in several Member States and high mobility, thus leading to major questions about the applicable legal framework. The interplay between the free movement of persons and services has produced a complex system of rules. Which law applies when a person crosses a border: that of the host State (and to what extent should this State take into account the legal rules from the home State?) or that of the home State? Does the person crossing the border have any choice in the matter? The book subsequently analyses the penetration of EU (market) law into national systems of labour and social security law. Privacy, dignity, equality, and non-discrimination are fundamental values upon which the European Union was founded. They are firmly embedded in the Treaties of the European Union, the Charter of Fundamental Rights of the European Union, and secondary legislation. Combatting discrimination in the labour market and protecting the rights of persons with disabilities are core obligations of the European Union. Not many are aware that more than 15 per cent of the total potential workforce of the European Union has some form of disability - of which over 50 per cent are unemployed. This is all the more reason for the EU to maintain its commitment to include these indivuduals in the labour force and to guarantee their fair treatment and protection of their particularly sensitive data. It is precisely in this light that The Crossroads: Privacy, Disability and Employment must be seen: a sort of driving manual for disability organizations. It will be important to collect, process and handle personal data and to embrace new technologies without compromising privacy in the process. This manual also provides the various stakeholders with relevant articles of the GDPR and other legislative texts to equip them with sufficient knowledge and useful tools to ensure and to successfully navigate the crossroads between privacy and employment for persons with disabilities. Enrique Opi Tufet is an “actibilist”, a term he coined some time ago to describe an activist on disability issues. He has an LL.M. in International Law from Vrije Universiteit Brussel and he is a certified Data Protection Officer (DPO) by Maastricht University. Currently, Enrique acts as a Regional Director of Inserta/Fundación ONCE in Spain, an employment and disability program funded by the European Social Fund. He himself has a visual disability and is therefore intimately familiar with the challenges persons with disabilities face. Before Inserta, Enrique was the Corporate Vice President and General Counsel of Epson Europe. Previously, he led the Brussels operations of two major worldwide public relations agencies. He has written a number of articles and contributions addressing environmental policy, sustainability and communications. Enrique lives in Barcelona with his wife and son.
