This book reflects on the questions raised by the European Election Study 2004 whose analytical focus was on the legitimacy of EU politics after Eastern enlargement. It also assesses the dynamics and the contents of the campaign, on the determinants of the extremely low turnout in the new countries, and on the reasons of voter choice in West and East. The book also examines the first European Parliament election after the post-communist countries of Eastern Europe joined the European Union. The central question is: what has changed? Are the voters in the new member countries different and if so, why? Did the Union suffer from a loss of democratic legitimacy after Eastern enlargement? Each chapter is empirical-analytical; most are based on the post-election surveys of the group that were conducted in all but one of the 25 member countries, others focus on the results of content analyses of news media and party manifestos. This book was published as a special issue of the Journal of European Integration.

Introduction The European Union (EU) has been a very heterogeneous building since the start. The difficult task is forming a party system which fits the different national parties in coalitions that are able to produce results. With the now 25 members this seems even more problematic, since the states of Eastern Europe have a tradition that differs significantly from the countries in Northern and Western Europe. It is, therefore, necessary to prove if party cohesion on the European level exists. If members of European Parliament (EP) would only vote on national interest, party coalitions would not serve their purpose. There needs to be cohesion towards the coalition in order to establish real European elections instead of second order national elections. In order to achieve this it is also necessary to be able to have a public opinion that can be organized into majorities (Beetham/Lord, 2001:77). The questions, therefore, remain if the EU is able to establish even more members in its middle. It might be the case that new members would decline the party cohesion even further and that would make It even more difficult to establish true European elections. In this paper, special emphasis will be on the role of Turkey and the adoptability into the party system. The leading hypotheses will be that the cleavages lines which are important for Turkish voters are too different in order to adopt to leading European ideas. A sup-question is also if the Eastern European countries have yet performed this step. The paper will start with a normative frame that points out how an ideal democracy could work on the European level. Because of shortage of space this can not be discussed in total depth, but the presented ideas will serve as a framework. After

The European Union’s (EU) membership conditionality has been perceived as a highly effective means of influence on non-member states in the run-up to the 2004 and 2007 enlargements. According to the incentive-based explanation that dominates the literature, conditionality has been particularly effective when the EU offered a credible membership incentive and when governments did not consider the domestic costs of compliance threatening to their hold on power. This volume challenges much of the existing work on EU enlargement and postcommunist transition, however, by testing the conditionality thesis in the post-accession setting. Whereas a conditionality hypothesis would predict deteriorating compliance among the newest member states, several contributions here actually find the opposite. Enduring compliance among postcommunist states with the acquis, as well as with less formally institutionalized EU preferences for economic liberalization and minority protection, calls into question the role that conditionality plays in eliciting conformity. Simultaneously, support for the conditionality hypothesis in areas such as political party development and EU relations with Turkey and the western Balkans suggests conditionality’s effects vary across countries and issues. As the first study to systematically examine the relationship between international institutions and postcommunist states after enlargement, this volume provides new insights into how external actors exercise their power in domestic politics. What impact has EU membership had on party politics in Central and Eastern Europe? Although there is an emerging body of literature on the Europeanization of political parties, most of these accounts focus exclusively on Western Europe. Drawing on a range of qualitative and quantitative approaches including detailed studies of party programmes and manifestos, analysis of the media, semi-structured interviews and expert surveys, this collection provides not just conceptually informed, but also empirically rooted analyses of party politics in Central and Eastern Europe during the first four years of EU membership. In particular, the contributions assess the impact of EU membership on parties’ internal balance of power, the use of European issues in inter-party competition, the role of transnational party federations and the broader role the EU plays in party politics. The findings not only shed light on the impact of EU membership on party organization and programmes, they also inform broader debates concerning the dynamics, fluidity and motors of party politics in Central and Eastern Europe.
