This article looks at securitization/humanitarianization dynamics in the EU external sea borders to track and critique the substantial transformation of the role played by human rights in the Mediterranean. Mapping the evolution of maritime engagement up to the 'refugee crisis', it is revealed how the invocation of human rights serves paradoxically to curtail (migrants') human rights, justifying interdiction ('to save lives'), and impeding access to safety in Europe. The result is a double reification of 'boat migrants' as threats to border security and as victims of smuggling/trafficking. Through a narrative of 'rescue', interdiction is laundered into an ethically sustainable strategy of border governance. Instead of being considered a problematic (potentially lethal) means of control, it is re-defined into a life-saving device. The ensuing 'rescue-through-interdiction'/'rescue-without-protection' paradigm alters the nature of human rights, which, rather than functioning as a check on interdiction, end up co-opted as another securitization/humanitarianization tool.

At a time of escalating conflict between states and NGOs engaged in migrant search and rescue operations across the Mediterranean, this book explores the emerging trend of citizen-led forms of helping others at the borders of Europe. In recent years, Europe’s borders have become new sites of intervention for traditional humanitarian actors and governmental agencies, but also, increasingly, for volunteer and activist initiatives led by "ordinary" citizens. This book sets out to interrogate the shifting relationship between humanitarianism, the securitization of border and migration regimes, and citizenship. Critically examining the "do it yourself" character of refugee aid practices performed by non-professionals coming together to help in informal and spontaneous manners, the volume considers the extent to which these new humanitarian practices challenge established conceptualisations of membership, belonging, and active citizenship. This book investigates how migration has been transformed into a security threat in Europe. It argues that this process has taken place through a self-fulfilling spiralling process, which involves different actors and their specific narratives, practices and policies. The book examines how situations stemming from the so-called ‘migration crisis’ in the European Union (EU) have been dealt with by governments and non-governmental organisations. It also considers how actors treating migration as an ordinary phenomenon rather than a threat and sharing inclusive narratives can create the conditions for decelerating and eventually stopping securitisation processes. Some chapters examine the spiralling of the securitisation of migration in depth, by analysing increases in securitisation, as well as cases characterised by resistance. Others focus on examining the consequences of socially constructing migration as a crisis for the EU’s relations with third countries. In sum, this book shows that there is a wide range of motives for which states and societies would benefit from a change in migration politics and move from the current management of a ‘crisis’ to a more positive governance of human mobility. It will be of interest to researchers and advanced students of sociology, politics, international relations, social and cultural anthropology, human geography, and social work. The European Union (EU) Commission champions a 'migrant-centred' approach to border security and 'irregular' migration management: it claims not only to observe human rights, but also to use surveillance to enhance the humanitarian protection of 'endangered' lives on land and at sea. Yet research presented by Non-Governmental Organizations and 'irregular' migrants' own testimonies reveal systemic border violence, dehumanization in spaces of detention, and exposure to death via abandonment in hostile environments. This book turns to conceptual resources found in biopolitical theory in order to move diagnoses of Europe's border crisis beyond that of a 'gap' between the policy 'rhetoric' of humanitarianism and the 'reality' of 'irregular' migrants' embodied experiences. It argues that both 'positive' and 'negative' dimensions of EU border security are symptomatic of tensions within biopolitical techniques of government and what Roberto Esposito refers to as the paradigm of immunization. While bordering practices are designed to play a defensive role they contain the potential for excessive and often lethal security mechanisms that end up threatening the very values and lives they purport to protect. Each chapter draws on a different biopolitical key to identify and interrogate diverse technologies of power at a range of border sites. Must border security always result in dehumanization and death? Are humanitarian discourses sufficient for critiquing contemporary forms of border violence? Is a more affirmative approach to border politics possible? This book analyses the extent and the modalities of the securitization of asylum-seekers and refugees in the EU. It argues that the development of the EU asylum policy, far from 'securitizing' asylum-seekers and refugees, has led to the strengthening and codification of several rights for these two categories of persons. Humanised accounts of restrictions on mobility are rarely the focus of debates on irregular migration. Very little is heard from refugees themselves about why they migrate, their experiences whilst entering the EU or how they navigate reception conditions upon arrival, particularly from a gendered perspective. The Securitization of Migration and Refugee Women fills this gap and explores the journey made by refugee women who have travelled from Somalia to the EU to seek asylum. This book reveals the humanised impact of the securitization of migration, the dominant policy response to irregular migration pursued by governments across the Globe. The Southern EU Member State of Malta finds itself on the frontline of policing and securing Europe’s southern external borders against transnational migrants and preventing migrants’ on-migration to other Member States within the EU. The securitization of migration has been responsible for restricting access to asylum, diluting rights and entitlements to refugee protection, and punishing those who arrive in the EU without valid passports –a visibly racialised and gendered population. The stories of the refugee women interviewed for this research detail the ways in which refugee protection is being eroded, selectively applied and in some cases specifically designed to exclude. In contrast to the majority of migration literature, which has largely focused on the male experience, this book focuses on the experiences of refugee women and aims to contribute to the volume of work dedicated to analysing borders from the perspective of those who cross them. This research strengthens existing criminological literature and has the potential to offer insights to policy makers around the world.
