Scholars working for communities' rights in California's Central Valley In the Struggle tells the story of the persistent engagement of eight public scholars spanning generations of sustained endeavor, a dogged war in which workers and scholars together repeatedly took on the powerful agricultural industry, the political machines, and even the universities. The stories begin in the 1930s with Paul Taylor, a professor of economics at University of California, Berkeley, who pioneered field research and activism as he travelled through the areas marked by the Great Depression, together with his wife, photographer Dorothea Lange. Working in the heart of California's agricultural Central Valley, Taylor was the first of a succession of scholars who shared the dual commitment to research and engagement, to making problems visible and to effecting change through strategic action. Taylor and Lange intentionally wove their political engagement into their identities and work as researchers, as they conducted studies, led strikes, organized underserved communities, founded community development programs, created nonprofit institutions, and more. This book examines the socioeconomic links among farm employment, immigration, and welfare use not only within California's Central Valley, but also along the state's Central Coast and in its southern regions. Using U.S. Census data and information collected from extensive community-level site visits, the authors find that immigration, largely from rural Mexico, is changing the face of rural California, increasing levels of population, poverty, and public service demands. The authors caution that upward mobility among these immigrant workers may be limited and that recent legislative changes are reducing the public resources available to help newcomers adjust, just as the number of immigrants is increasing.

Immigration is changing the face of rural America, from Florida to Washington and from Maine to California. Migrants arrive, many from Mexico, to fill jobs on farms and in farm-related industries, usually at earnings below the poverty. This document examines differences in socioeconomic status by racial and ethnic groups in California, exploring changing patterns over time. It analyzes trends and outcomes in demography, geographic distribution, health, education, crime, labor markets, economic status, and political participation. Data on educational outcomes include: education of mothers; English language ability; preschool activities of children ages 3 and 4; reading and math proficiency for grade 4 and 8 public school students; high school completion rates; college completion rates; and measures of basic skills in the adult population. The educational outcomes of Hispanics and African Americans are the lowest among all racial and ethnic groups. Most recent population growth has occurred among Hispanics and Asians. Most counties were predominantly White in 1970, but between 1970-98, the share of Whites declined in all but one county. African Americans have the worst health status of any group. Hispanics often have less access to health care and lower health status than Whites. Health indicators for Asians are similar to those for Whites. Nonwhites generally have lower earnings than whites. Hispanics and African Americans have particularly high unemployment rates. Asian and White family incomes are substantially higher than those for African Americans and Hispanics. The ethnic distribution of those arrested and incarcerated has shifted dramatically. The proportion of Hispanics incarcerated has risen at a faster rate than has the Hispanic proportion of the general population. African Americans experience the highest risk of arrest and incarceration and are most likely to experience violence. Whites are over-represented in the voting population. Asians and Hispanics have the lowest participation rates. An appendix presents additional sources of information. (Contains 103 bibliographic references.) (SM)
