Thesis (M.A.) from the year 2014 in the subject Business economics - Personnel and Organisation, , course: Human Resource Mangement, language: English, abstract: The purpose of this quantitative and qualitative research was to assess the effectiveness of performance appraisals with regard to promotion in the Ministry of Education, Science, Vocational Training and Early Education in Kabwe District. There is a concern on how employees are rewarded by the way of promotion in the MOESVTEE in Kabwe District. Some teachers complain that, underserving teachers are those that get promoted at the expense of other hardworking teachers. The research used teacher’s effort, ability, role perception and performance as independent variables with promotion as the dependent variable. A cross sectional survey, structured questionnaire, simple random sampling was used to collect the data and multiple regression was used to analyze the data using mega start. Data was collected from 123 head-teachers, deputy-teachers and teachers using a questionnaire survey. Data was analyzed into two stages firstly it was checked for validity, reliability, identification outliners and normality of the data. Secondly multiple regression was conducted to test the hypotheses. Results from the survey indicate that, the Performance Appraisal system for teachers in Kabwe District is not effective. However, promotion practices were found to influence performance of teachers in the District. Teachers in the District have a negative perception on how promotions are carried out.

There is poor feedback management, where appraisal results are not used for staff promotion, professional development or determining remunerations. Poor feedback has also bred into negative results like demotion, abuse and reduced salary. All the above have therefore resulted into staff failing to fill appraisal forms or when filled they fail to submit them to the Ministry of Education to use the appraisal results for staff promotion, job improvement and counselling sessions to improve staff competence.

The first of three volumes, this report consists of a review of the literature on performance appraisal with special attention to the literature on certificated personnel in public education systems in the United States and Canada. The literature review shows that there are two predominant approaches to conducting performance appraisals and two main uses. Approaches focus on the "process" and "outputs" of professional work. Uses are "formative" and "summative." In "formative" uses, appraisal information is used for recognition, guidance, coaching, development, or problem correction. In "summative" uses, appraisal information is used for administrative decisions on personnel. These approaches to, and uses of performance appraisal are not mutually exclusive, and various combinations can be found in many systems. A major theme that emerged was the growing emphasis on protection of employee rights legislation and the vulnerability of employers to lawsuits arising from contentious personnel decisions based on performance appraisals. These trends have led to considerable effort to improve the reliability and validity of appraisal systems, but have also led to increased bureaucratization of procedures. (JAM)
